Promod Ban (also written Pramod Ban; born 2 September 1969)[1] is an Indian Police Service (IPS) officer of the 1995 batch from the Punjab cadre. He is best known for heading the Anti-Gangster Task Force (AGTF) of the Punjab Police, a specialist unit constituted in April 2022 on the directions of Chief Minister Bhagwant Mann to combat organised crime and gangsterism in Punjab.[2][3]

Under his leadership, the AGTF investigated the assassination of Punjabi singer Sidhu Moosewala, oversaw the elimination of two key shooters in a high-profile Amritsar encounter, and conducted sustained operations against organised crime networks with transnational links, arresting 2,858 gangsters by March 2026.[4][5] On Republic Day 2024, Ban was awarded the President's Police Medal for Distinguished Service.[6]

Early life, family, and education

Ban was born on 2 September 1969[1] in Lucknow, Uttar Pradesh, into a family with a tradition of public service.[7] His father, Shri Onkar Ban, served as an inspector in the Uttar Pradesh Police.[8] His mother, Smt. Bina Ban, was a homemaker.[8] Promod_Ban_Family

Ban has two sisters, both of whom have pursued distinguished careers in the government service. His elder sister, Anupam Ban, is an officer of the Indian Railway Personnel Service (IRPS). She holds a Bachelor of Arts degree and a Master of Business Administration in Human Resources from the University of Lucknow.[9] Recommended by the Public Enterprises Selection Board (PESB), she was appointed Director (Personnel) of Rail Vikas Nigam Limited (RVNL) on 9 February 2023 by the President of India.[10][11] The sibling relationship between Promod Ban and Anupam Ban has not been independently confirmed in public sources.[citation needed]

His younger sister, Varsha Sharma, is a 2010-batch IPS officer of the AGMUT (Arunachal Pradesh–Goa–Mizoram–Union Territories) cadre.[12] She currently serves as Deputy Inspector General of Police (DIGP), Goa.[12][13] The sibling relationship between Promod Ban and Varsha Sharma has not been independently confirmed in public sources.[citation needed]

Ban holds a Bachelor of Technology (BTech) degree in Fibre Technology from Kanpur.[7]

Career

Ban joined the Indian Police Service as a member of the 1995 batch, allocated to the Punjab cadre.[14][15] Over nearly three decades of service, he held operational and command postings across Punjab spanning district policing, range commands, counter-narcotics, commissionerate leadership, and ultimately the state's premier anti-organised-crime command.

Early district and range postings

During the early phase of his career, Ban served as Superintendent of Police (City), Ludhiana, from 2000 to 2002, and as Deputy Commissioner of Police, Ludhiana, in 2010.[7] He subsequently rose to command the Bathinda Range and Ferozepur Range as Deputy Inspector General of Police (DIG).[7]

Commissioner of Police, Ludhiana (2014–2015)

In June 2014, Ban was appointed Commissioner of Police, Ludhiana, becoming the sixth officer to hold the position in approximately one year of rapid turnover.[7] Before assuming this posting, he had served as Inspector General (IG), Director, Special Security Group, Chief Minister's Security, Punjab.[16] On assuming charge, Ban stated that curbing crime and streamlining traffic in the city would be his foremost priorities.[7] He was transferred from the Ludhiana commissionerate in August 2015.[17]

Inspector General, Special Task Force and subsequent postings (2019–2021)

In September 2019, Ban was posted as Inspector General (IG), Special Task Force (STF), Punjab, the state's dedicated counter-narcotics unit.[18] He briefly held the additional posting of IG, Information Technology and Telecommunications, Punjab.[19] While heading the STF, Ban announced the Buddy Project, an initiative under which STF personnel would visit schools and colleges across Punjab to educate students on the consequences of drug addiction.[20] In April 2021, he was transferred as IG, Ropar Range.[16]

Promotion to ADGP (May 2021)

In May 2021, the Punjab government promoted Ban to the rank of Additional Director General of Police (ADGP) alongside seven fellow officers of the 1995 and 1996 batches.[14][21] He was concurrently posted as ADGP, Special Crimes and Economic Offences Wing, Punjab, and subsequently served as ADGP, Economic Offences Wing (EOW) before his transfer to the AGTF.[14][15]

Anti-Gangster Task Force (2022–present)

On 7 April 2022, following the direction of Chief Minister Bhagwant Mann to establish a dedicated counter-gang unit, the Punjab government appointed Ban as the first chief of the newly formed Anti-Gangster Task Force (AGTF), at the rank of Additional Director General of Police.[3][22][23] DIG Gurpreet Singh Bhullar and AIG Gurmeet Singh Chauhan were posted alongside him as core members of the force.[3] The AGTF was constituted "to stamp out gangsters and anti-social elements using intelligence-based inputs and coordinating with field units of Punjab Police to repose people's faith in the law and order machinery."[24]

The AGTF was immediately assigned responsibility for analysing 18–19 recent murders in the state, identifying police officials negligent in handling these cases, and dismantling the organised criminal networks responsible.[3]

Sidhu Moosewala murder investigation (2022)

On 29 May 2022, Punjabi singer and politician Sidhu Moosewala was shot dead in Mansa district, Punjab. The killing — attributed to the Lawrence Bishnoi gang and Canada-based gangster Goldy Brar — drew national and international attention.[25] The AGTF under Ban was assigned supervisory responsibility over the Special Investigation Team (SIT) constituted to probe the murder.[25] Ban led intelligence-based operations against the shooter modules involved in the killing throughout the investigation.[26]

On 20 July 2022, in an approximately four-hour encounter at Bhakna village near the India–Pakistan border in Amritsar district, AGTF teams under Ban's operational oversight eliminated gangsters Jagroop Singh Rupa and Manpreet Singh alias Manu Kusa, two of the six identified shooters in the Moosewala killing.[27][4] At a subsequent press conference, Ban confirmed that both gangsters had been killed in an exchange of fire, and that an AK-47 rifle, a pistol, and heavy ammunition had been recovered from the site.[4] Three police personnel sustained injuries in the operation.[27]

The initial phase of AGTF operations connected to the Moosewala case resulted in the neutralisation of two gangsters, the arrest of twelve others, and the recovery of twenty-four weapons, approximately 1.05 kg of heroin, ₹79.27 lakh in drug-related funds, eleven vehicles, and a police uniform.[24]

Operations against the Lawrence Bishnoi and Goldy Brar networks

From 2022 onwards, the AGTF under Ban conducted sustained operations against operatives of the Lawrence Bishnoi gang and the network of Canada-based gangster Goldy Brar. In July 2022, the AGTF in coordination with Jalandhar Rural Police arrested eleven gangsters linked to Bishnoi and Harvinder Singh alias Rinda, preventing — according to police — at least seven murders, two planned custody escapes, and four armed robberies.[28] In December 2022, the AGTF arrested a key operative of the Bishnoi–Goldy Brar gang from Mohali, recovering a Chinese .30-calibre pistol and eight cartridges.[29]

In October 2023, the AGTF conducted a joint operation with SAS Nagar Police and arrested four key operatives of the Bambiha gang, who had been tasked by their foreign-based handler to carry out attacks in Punjab, Haryana, and Chandigarh.[30] In April 2025, the AGTF arrested two Lawrence Bishnoi–Rohit Godara gang members in Mohali; one had re-entered India clandestinely from Nepal after evading law enforcement across multiple countries. Ban stated that the interrogation of the arrested individuals led to the identification of overseas hawala operators, travel agents, and the locations of fugitive gangsters hiding abroad.[31] In September 2025, the AGTF arrested an associate of Goldy Brar in Sri Muktsar Sahib district, acting on intelligence that the Brar gang was planning a targeted crime in Punjab.[32]

By March 2026, the AGTF had arrested a cumulative total of 2,858 gangsters since its constitution in April 2022.[5]

Awards and recognition

Union Home Minister's Special Operation Medal (2022)
On 31 October 2022, on the occasion of Sardar Patel's birth anniversary, the Ministry of Home Affairs, Government of India, awarded the sixteen-member AGTF team — including Ban — the Union Home Minister's Special Operation Medal for the year 2022. The award recognised the AGTF's role in disrupting cross-border smuggling of drugs and weapons and foiling planned crimes in Punjab.[33][34]
President's Police Medal for Distinguished Service (2024)
On the eve of the 75th Republic Day, on 25 January 2024, the Ministry of Home Affairs announced that Ban had been selected for the President's Police Medal for Distinguished Service.[35][6][36][37]

Personal life

Ban hails from Lucknow and comes from a family with a background in government service.[7] He has two sisters: Anupam Ban, a senior officer of the Indian Railway Personnel Service currently serving as Director (Personnel), Rail Vikas Nigam Limited,[10] and Varsha Sharma, an IPS officer currently posted as Deputy Inspector General of Police, Goa.[12]
