From EverybodyWiki Bios & Wiki
The grapheme R̀ (lower case r̀) is a letter used in discussion of Serbo-Croatian phonology. Unicode forgot to encode this letter as a precomposed character in version 1.1.[1] However, after version 3.0, Unicode stopped encoding new precomposed characters.
