The Research and Training Centre for Community Development (RTCCD) is a local non-government organization in Hanoi, Vietnam[1].

History

RTCCD was originally established in May 1996 under the Center for Support of Social Development Programs (SUSODEP) [2][3]. The organization was initiated by Dr. Tran Tuan. During the first two years, RTCCD operated under the legal guardianship of SUSODEP. In September 1998, RTCCD was officially recognized as an independent research institution in Vietnam by the Vietnam Union of Science and Technology Associations [4].

Area of Work (Programs)

RTCCD's work includes mental health, maternal and child health, early child development and education, social work, non-communicable diseases prevention, eco-health/one health and health system research.

Mental Health Services

RTCCD focuses on early diagnosis and prevention of mental disorders in Vietnam. The organization integrated mental health care into primary mental health system towards the WHO recommendations for low and middle income countries since 2003. RTCCD established TuNa Clinic for maternal mental health care (2005 - 2012)[5][6], then a mental health and early childhood development service of the Green Pine clinic (2013-present).

Maternal and Child Health

RTCCD focuses on breastfeeding promotion[7], nutrition and supplementation[8], and training health staffs in district hospitals and communal health stations of integrated management of child illnesses, and early childhood development. The organization also conducts assessments and project evaluation on child nutrition and child survival [9].

Early Child Development and Education

The organization emphasizes on parenting skill education using visual materials and skill-based practice. RTCCD and Monash University have jointly developed an innovation, The Early Journey of Life [10][11] (former name: Learning Clubs), focusing on the first 1000 days and implemented it in Vietnam. RTCCD also conducts training courses on early child development and education to industrial zone workers, kindergarten teachers and health workers.

Social Work

RTCCD and the HealthRight International jointly implemented projects to strengthen social work profession in child welfare, anti- human trafficking, foster care, and domestic violence prevention and response [12]. The organization collaborated with International Social Service (ISS) in Geneva and other branches in Hong Kong, UK, Australia, Germany, Canada, Sweden, Czechia, Latvia, and Japan to conduct child protection inter-country casework integration support. 

Non-Communicable Diseases

RTCCD is the coordinator of the Non-Communicable Diseases Vietnam (NCDs-VN). It advocates for tobacco control [13], alcohol harm prevention [14], coal-mine plant elimination [15], environment protection, and asbestos ban in Vietnam [16][17]. The organization promotes the application of eco-health into the community-based innovation and practice.

Health System Development and Research

Its research topics include public health staff training, nursing education, public health expenditure and poverty, anti-corruption in health sector [18], health quality and utilization, immunization system, infant and young child feeding.

Policy Advocacy

RTCCD has partnerships with National Assembly, Ministry of Health (MOH), Ministry of Labor, Invalid and Social Affairs (MOLISA) and health-related government agencies . The organization operates the Facebook community group Y te Vi Dan (Health for All) to promote public dialog on preventable illness and prevention in Vietnam[1].

Media Communications

The organization is invited to speak and share their expertise perspective or commentary on national television (VTV1, VTV2, VTV3 (program Morning Coffee with VTV3), VTC1, VTC14, VTC16), radio (VOV1, VOV2) and newspapers (VnExpress, Dan Tri, Thanh Nien, VOV newspaper, National Assembly Delegates newspaper) [19][20].

The organization has also gained international media attention and was invited by several international media include BBC Tiếng Việt and Radio France International (RFI) [21][22][23].

RTCCD receives donations from Grand Challenges Canada [24], Monash University[25], University of Melbourne, IOGT- NTO, Tobacco-Free Kids Campaign – Bloomberg Initiatives Fund, HealthRight International, World Health Organization, and Non-Communicable Disease Alliance [26].
