Rafael Correa de Saa Lazón (25 October 1772 – 1843) was a Chilean public official and politician.
A longtime official of the Chilean financial administration, he served twice as Minister of Finance, first under Supreme Director Ramón Freire in 1825 and later under President José Joaquín Prieto in 1841. He also served as a deputy and senator.[1]
Education
Correa de Saa was born in Santiago on 25 October 1772 and was baptized the following day at the parish church of Santa Ana. He was the son of Roque Jacinto Mariano Correa de Saa y Peñalosa, a native of Buenos Aires, and Teresa Seferina de Lazón y Sotomayor, who was from Santiago. He married Mercedes Martínez Ferraz.[1]
Information about his formal education is not recorded in his parliamentary biography.[1]
Political career
Correa de Saa worked at the Royal Customs Office during the early years of the Chilean War of Independence. In that capacity, he participated in and signed the Provisional Constitutional Regulation enacted on 20 October 1812.[1]
He subsequently became minister-accountant of the General Treasury. In that position, he presented a plan for the organization of Chile's public finances and administration in 1817.[1]
Under Supreme Director Ramón Freire, Correa de Saa was appointed Minister of Finance on 1 August 1825. During the delegation of the Supreme Directorate on 26 August, he also served as delegated supreme director for matters concerning the Finance Ministry and the Department of the Navy. His ministerial tenure ended on 8 October 1825.[1]
Correa de Saa was a member of the General Constituent Congress of 1823, although the parliamentary record does not establish whether he served as a full or substitute deputy. He was a member of its Permanent Commission on Finance and Permanent Military Commission.[1]
In 1829, he was elected deputy for Rancagua to the Second National Congress, serving from 1 August until the dissolution of Congress on 6 November. He was a member of the Permanent Commission on Government.[1]
Correa de Saa was elected to the Senate of Chile for the 1840–1849 term. He served on the Permanent Commission on Finance and Arts and was a member of the Conservative Commission during the 1840–1841 congressional recess.[1]
While serving in the Senate, President José Joaquín Prieto appointed him Minister of Finance on 15 April 1841. He remained in the ministry until the end of Prieto's presidency on 18 September 1841.[1]
Correa de Saa was also a member of the Grand Council and served as treasurer of the Chilean Legion of Merit.[1]
He died in 1843 before completing his senatorial term. According to the parliamentary record, he had ceased attending the Senate from the end of the preceding legislative session.[1]
