Rakhshan Kamran
Rakhshan Kamran (born November 1997) is a DPhil (PhD) student at the University of Oxford, attending as a Clarendon Scholar, and an NIHR Doctoral Research Fellow. Kamran is also a final-year MD student at McMaster University and also completed his BSc (Hons) at McMaster University.[1]. Kamran is known for successfully lobbying Ontario parliament for the passing of Bill 45: Making Healthier Choices Act in 2014, the most comprehensive piece of legislation in Ontario against Big Tobacco and the first piece of legislation in Ontario to introduce regulations against e-cigarettes[2]. Kamran is also known for his DPhil project which is establishing the first national measurement program to measure patient-reported outcomes for gender-affirming services in the United Kingdom[3]. Kamran is a Clarendon Scholar at the University of Oxford, given to the top 1% of applicants, and the first Canadian to receive an NIHR Doctoral Research Fellowship. The LOUD Foundation named Kamran one of the top 20 LGBTQ+ leaders in Canada[4], and GoFreddie named Kamran the top LGBTQ+ student leader in Canada[5].
Education and Training
Secondary School
Kamran attended Westmount Secondary School, where he received the YMCA Peace Medal for a lecture he delivered as a high school student, to undergraduate students at McMaster University on the social determinants of health. Kamran also received the Impact in Community Outreach, Prevention, and Advocacy Award in 2015, the highest provincial honour bestowed by the Canadian Cancer Society. Kamran co-founded and lead an advocacy group within the Canadian Cancer Society which successfully lobbied Ontario parliament to pass Bill 45: Making Healthier Choices Act[2][6][7]. This legislation provides the most comprehensive legislation against Big Tobacco and introduced the first legislation in Canada which restricts e-cigarette use[8]. This legislation is considered a landmark piece of policy as Kamran successfully lobbied for this legislation in 2014, four years prior to e-cigarette use being declared a public health crisis in 2019[9]. During high school, Kamran also served as a Student Trustee of the Hamilton-Wentworth District School Board where he was the representative of over 50, 000 students of the board at the national and provincial level[10]. Kamran implemented all-gender restrooms in the Hamilton-Wentworth District School Board in 2018, making it the first school board in Canada to offer them to students. Kamran also created leadership positions for Indigenous students at the board level, upon noticing that there were no Indigenous individuals in the board's Indigenous students committee. For his work in equity, diversity, and inclusion, Kamran received the Herbert H. Carnegie Future Aces Scholarship and Citizenship Award, given to the top 40 students in Canada[11], and the June Callwood Harmony Scholarship, given to the top 10 students in Canada highly active in combatting racism and discrimination[12]. The Canadian Cancer Society also awarded Kamran with a scholarship for his undergraduate education[13][14]
Undergraduate Education
Kamran attended McMaster University, where he obtained a Bachelor of Science degree in 2019.[1]. He was awarded the Provost Medal upon graduation and was on the Dean's Honour List each year of undergraduate studies. During his time as an undergraduate, Kamran co-authored a landmark paper in the BMJ which was the first ever Rapid Review to be published[15]. Kamran was 18 years old when he published this paper. Kamran then continued to publish regularly as a teenager and young adult in a variety of medical journals[16][17][18][19][20][21][22][23][24][25][26][27], developing his interest in pursuing a future career in medicine and research.
Medical School
Kamran began medical training at McMaster University, the most competitive medical school in Canada for admission, admitting approximately 3% of applicants[28]. During his time in medical school, Kamran also chaired the LGBTQ+ Health Interest Group. During medical school, Kamran was awarded the Scotiabank Breast Cancer Research Award, McMaster University Research Excellence Award, Daniel Giannini Award for Academic Excellence and Community Service, and The Paul Rabinowitz Award in Otolaryngology Head and Neck Surgery for being the top Otolaryngology Head and Neck Surgery Clerkship student. Kamran was also named a finalist for the Rhodes Scholarship in 2020[29].
Scholarship to Oxford University
Kamran was named a Clarendon Scholar in 2021, a title given to the top 1% of Oxford University applicants and is the flagship graduate scholarship at Oxford. Kamran is also the first Canadian to receive an NIHR Doctoral Research Fellowship, valued at £371, 533[3]. Kamran was named a Clarendon scholar and NIHR Doctoral Research Fellow in 2021, prior to starting his doctoral studies at Oxford. Kamran is completing a DPhil (Oxford's designation for a PhD) in Musculoskeletal Sciences with the Nuffield Department of Orthopaedics, Rheumatology, and Musculoskeletal Sciences (NDORMS), within the Medical Sciences Division[30]. Kamran's thesis is focused on using implementation science to create an evidence-based strategy to implement a national programme of patient-reported outcome measurement for gender-affirming services in the UK.
