Razan Khalifa Al Mubarak (Arabic: رزان خليفة المبارك ) is an Emirati advocate for the protection of the environment and biodiversity. She is the Managing Director of the Environment Agency Abu Dhabi (EAD).

Ms. Al Mubarak is also the Managing Director of the Mohamed bin Zayed Species Conservation Fund – a philanthropy providing grants for the protection of endangered species worldwide – and the Managing Director of Emirates Nature in Association with WWF – a UAE-based affiliate of the World Wide Fund for Nature.

In her roles as Managing Director of these various environmental entities, Razan has become a leading public figure and spokesperson for environmental and conservation issues in the UAE.[1][2][3][4]

Early Life and Education[edit]

Razan Khalifa Al Mubarak was born in 1979 in Abu Dhabi. She is from a family of diplomats, religious and judicial scholars and government leaders. Razan's father was the former UAE diplomat and ambassador to France, His Excellency Khalifa Ahmed Abdulaziz Al-Mubarak, who was assassinated in Paris in 1984, by the Abu Nidal terrorist group.[5]

Razan has three siblings: Rasha; His Excellency Khaldoon Khalifa Al Mubarak, Managing Director of Mubadala Investment Company; and His Excellency Mohamed Khalifa Al-Mubarak, Chairman of Abu Dhabi Tourism & Culture Authority and member of the Executive Council of the Emirate of Abu Dhabi, and Chairman of Aldar Properties PJSC.

Razan earned an MSc in Public Understanding of Environmental Change from the University College London, UK and a BA (Hons) in Environmental Studies and International Relations from Tufts University, Massachusetts, USA.

Environmental Leadership[edit]

Razan Al Mubarak is Managing Director of the Environment Agency - Abu Dhabi (EAD). It is a large (1,000+ employee) government agency responsible for environmental regulation, conservation and promotion of sustainable development in the emirate of Abu Dhabi. She served as Secretary General starting in 2011 and was promoted to Managing Director of the Agency in 2019.

During her time at EAD, the Environment Agency established several noteworthy programmes including: the Abu Dhabi Global Environmental Data Initiative (AGEDI); the Eye on Earth Summit in collaboration with the United Nations Environment Programme; a comprehensive habitat mapping initiative of the terrestrial and marine environments in Abu Dhabi meant to help urban and conservation planning;[6] and the building of a major strategic water reserve in the western desert of Abu Dhabi where groundwater aquifers are injected with excess desalinated water.[7][8] EAD also established several environmental quality initiatives under her management (e.g. groundwater monitoring systems[9], air quality monitoring[10], greenhouse gas inventories[11]) and the Abu Dhabi State of the Environment Report.[12]

Species Conservation and Advocacy[edit]

Razan has participated in coordinated efforts to reintroduce species classified as "Extinct in the Wild" by the IUCN Red List including the Arabian Oryx in the UAE[13][14] and the Scimitar-horned Oryx into Chad.[15] The Scimitar-horned Oryx was officially declared Extinct in Wild in 2000, but as of Summer 2019 efforts by the Environment Agency – Abu Dhabi, Sahara Conservation Fund, Zoological Society of London, Smithsonian Conservation Biology Institute and the Government of Chad have released more than 200 Scimitar-horned Oryx into the wild.[16] This multi-year, multi-organization species reintroduction effort has reported a number of successes including the first calves born in the wild in decades.[17]

In 2001, Ms. Al Mubarak helped establish Emirates Nature in association with WWF (EN-WWF) - a UAE affiliate of the WWF. She is currently its Managing Director. During this time, EN-WWF has undertaken a comprehensive coral reef mapping in the UAE, studied the migration patterns of the Critically Endangered Hawksbill turtle throughout the Middle East [18] and established the Wadi Wurayah Protected Area in Fujairah, UAE.[19]

She is also the founding Managing Director of the Mohamed Bin Zayed Species Conservation Fund (MBZ Fund) – a UAE-based philanthropy supporting direct species conservation worldwide. Since its inception the MBZ Fund has supported more than 2,000 projects in 150 different countries benefiting 1,300 different species and subspecies. Projects supported by the MBZ Fund have resulted in the rediscovery of 'lost' species and the discovery of 'new' ones.[20] Razan together with the advisory board of the MBZ Fund published an article in the journal Current Biology about the importance and benefits of species which argued that species cannot be evaluated based on their economic value alone and should be understood for their cultural and inherent value as living organisms.[21]

Institutional Oversight[edit]

Razan Khalifa Al Mubarak serves on the board of environmental organizations in the UAE, including the Federal Authority for Nuclear Regulation and as Chair of the Board of Directors of the International Centre for Biosaline Agriculture. In addition, she serves as an Advisory Board member of the Rockefeller Foundation Economic Council on Planetary Health, the Cambridge Conservation Initiative, the Emirates Diplomatic Academy, a board member of Panthera (a charity devoted to conserving 40 species of wild cats and their habitats around the world) and the Women in Sustainability, Environment and Renewable Energy Initiative (WiSER).

Arts, Culture and Philanthropy[edit]

Ms. Al Mubarak is a supporter of arts in the UAE and serves as a member of the Board of Advisors to the Abu Dhabi Music and Arts Foundation (ADMAF) which organizes the Abu Dhabi Festival - an annual arts festival held every spring in the capital of the UAE.

Razan and her husband, Badr Jafar, are signatories to Bill and Melinda Gates' and Warren Buffet's "Giving Pledge" and have publicly committed more than half of their wealth to philanthropy.[22] Their pledge focuses specifically on bringing more transparency and cooperation between philanthropists, businesses and public sector institutions in the Arab region.[23]

Awards[edit]

In recognition of her global role in the field of environment and conservation, in 2018 she was selected by the World Economic Forum as one of the top 100 young sector leaders who contribute to building a more sustainable future for humankind, and appointed as Young Global Leader of the Forum.[24]

Razan received the Abu Dhabi American Chamber of Commerce "Women in Business" award in 2013. [25]

Personal Life[edit]

Ms. Al Mubarak is married to Badr Jafar. The couple live in the UAE with their daughter.
