Richard Bowyer (22 March 1745 – 21 November 1820) was a deputy judge advocate in the Colony of New South Wales. The fifth son of Sir William Bowyer, 3rd Baronet, and his wife Anne, née Stonehouse. He assumed the surname Atkins in honour of the legacy of Sir Richard Atkins, of Clapham, Surrey, England. Addicted to liquor, immorality and insolvency, he led a thoroughly dissolute life. Atkins was appointed as the 2nd Judge Advocate of New South Wales by Governor John Hunter in 1796.
