He grew up in Ross Township in Allegheny County and then Fombell in Beaver County.[1] Both sides of his family have been in and around Pittsburgh since about 1890. He is of Polish, German, Italian, English, Irish, Welsh and Czech heritage.
His great-great grandfather, Ignacy ‘Nick’ Jozwiak, was the son of Polish immigrants and a Pittsburgh firefighter who died from injuries sustained from fighting a factory fire in 1924.[2]

Joswiak graduated from Pennsylvania State University in 2004 with a B.A. degree in telecommunications with a minor in economics. He then earned an associate’s degree in public affairs from the Community College of the Air Force, a master’s of public administration from Bowie State University and a graduate certificate in campaign strategy from George Washington University.[3]
He has done vocational training at the Defense Information School (DINFOS) in Fort Meade, Maryland and the Foreign Service Institution (FSI) in Arlington, Virginia. He speaks Portuguese (Brazilian) and Khmer (Cambodian).

He was stationed in Kaiserslautern, Germany from 2006 - 2010.[4][5] While working for the American Forces Network (AFN) Europe, he was deployed to Afghanistan for 6 months in support of Operation Enduring Freedom in 2008. He separated from the Air Force in 2010.[6]
In 2010 he joined the U.S. Office of Personnel Management (OPM) as a public affairs specialist and would later do the same for the Defense Media Activity (DMA) until 2014.[7] He left federal service that year to run for Congress in Pennsylvania. He was posted as a vice consul at the U.S. Consulate in Porto Alegre, Brazil from late 2017 to early 2020 and then to the U.S. Embassy in Phnom Penh, Cambodia as a Cultural Affairs Officer in October 2020.[12][13]
