Rui Nunes

Rui Nunes (Porto, 1961) is a Portuguese physician and full professor of bioethics at the Faculty of Medicine of the University of Porto [1] . At present, he is the Head of the International Chair in Bioethics [2] , the largest global network in bioethics and biolaw. He is also the President of the World Conference in Bioethics, Medical Ethics and Health Law [3] .

He got the first PhD in bioethics in all Portuguese Language countries and he is the president and founder of the Portuguese Association of Bioethics [4] . He is a member of the Portuguese National Council of Ethics for Life Sciences. He has organized since 2007 the International PhD Program on Bioethics, a partnership between the Faculty of Medicine of the University of Porto, the Federal Council of Medicine [5]  (Brazil), and the International Chair in Bioethics. In this program, he was directly responsible for more than three hundred PhD students who frequented the course. He is also responsible for the organization of many different congresses and seminars, in Portugal and worldwide, with a special emphasis on the World Conference in Bioethics, Medical Ethics and Health Law (in its 16 th edition), the Portuguese National Congress in Bioethics, and the Portuguese-Brazilian Forum in Bioethics. He was a member of the board of the European Health Management Association and a member of the board of the International Society for Priorities in Health. In June 2016 he was designated the Head of the Research Department of the International Network of the UNESCO Chair in Bioethics and in November 2017 he was elected a full member of the National Academy of Medicine, the Portuguese institution that enrolls the most prestigious Portuguese Physicians.

He has published thirty books and more than three hundred papers in different scientific and social areas. Some of his books in English are «Healthcare as a Universal Human Right: Sustainability in Global Health, Routledge, New York, 2022» [6] , «Encyclopaedia of Palliative Care, Almedina, Coimbra, 2023», «Perspectives in Gender Equality, 2024 (in press)», and «Educational Models in Bioethics. Ethical Decision Taking in a Global Perspective, 2024 (in press)». In Spanish he published the books «Directivas Anticipadas de Voluntad, Consejo Federal de Medicina, Brasília, 2020», «Bioética, Consejo Federal de Medicina, Brasília, 2022», and in Portuguese the books «Prioridades na Saúde», «Testamento Vital», «Regulação na Saúde», «Ensaios em Bioética» and «GeneÉtica». In the cultural area he is an author/coordinator of the books «Cultura & Sociedade», «Educação para a Arte», and «O Porto e a Escola».

Besides his academic activity he has also an intense social activity. He was the first president of the board of the Regulatory Authority of Health [7]  (Portugal) till 2005, and between 2015-2019 he was the president of the Advisory Council of this authority. He is a member of the Medical-Legal Council of the Ministry of Justice [8]  and he was a teacher of the Centre of Judiciary Studies [9] . He was one of the founders of the Centre of Social Innovation (Porto) and he was a coordinator of the program «Porto City of Science».

Regarding his intervention as a strategic thinker he was the founder in 2012 of the Democracy & Society Forum, a political think tank on contemporary society. He intervenes regularly in the media, both in traditional media as in the social media, approaching the main political and social issues at national and international level. He got international recognition due to the proposal in Brazil, Portugal and other countries of the legalization of the living will and due to the proposal to UNESCO of a Universal Declaration on Gender Equality. He is also known internationally due to his proposal of regulation of genetic engineering in human beings, namely dysgenic approaches and human enhancement.

He is also devoted to cultural issues with a particular emphasis in the edition of the Cultural Report of the City of Porto. He also writes regularly at the journal «As Artes entre as Letras» [10]  the main artistic journal in Portugal. He was also a manager of the Campo Alegre Theatre, and of the Science and Development Foundation, at Porto. He was also a member of the jury of the National Reading Competition. He was the curator of different artistic exhibitions (mainly painting and photography), in Portugal and abroad, namely the exposition in Paris “Ponts d'Espoir”.

He received different awards and recognitions, namely the Star Medal in the Brazilian State of Acre, the title of Honoris Causa Professor by the University of Favaloro, in Buenos Aires, Argentina, and the Gold Medal on Human Rights at the Portuguese Parliament.
