The SIDAM university, a junior college, it was initially created to provide short term training courses offering certificates and diploma to the civil servants and the staff from the rapidly growing socioeconomic development activities in the 1970s and 80s. With shortage of skilled labour due to brain drain to the oil rich countries in the Mideast, the country was left with shortage of trained management and, thus SIDAM was the main training institution to offer managerial and executive skills for the gaps in civil service and elsewhere in the economy.
