Somali Institute of Public Administration & Management (SIPAM) is a non-partisan, independent, not-for-profit organization based in Mogadishu, Somalia. It was established in 2017 as a leading advisory, research [1][2] and training centre aimed at developing the capacities of public and private sector players to competently deal with major challenges in administration and management. SIPAM[3] institute seeks to address the rising expectations of the Somali citizens, complexities of management and economic restructuring which require responsive governance systems to attain sustainable development.

Mission

Enhancing best practices in management and administration through research[4], capacity building and advisory.

Activities

SIPAM Institute key activities focus on the following core areas:

  • Develop public sector organisations to achieve efficiency, effectiveness and economic objectives;
  • Develop private sector organisations’ ability to create real value for their stakeholders, focusing on cost management, productivity, profitability and growth of businesses;
  • Provide insights into the political, organisational and market landscapes through bespoke data and information research projects and interpretation of results; and
  • Bridge the entry level skills gaps through provision of industry relevant education and qualifications that meet the skills requirements of both the public and private sectors.
