Life and career
Sai Hutacharoen was educated at the Faculty of Law and Political Science of the University of Moral and Political Sciences, later Thammasat University. He then studied at the National Defence College of Thailand, where he received a bachelor's degree and an honorary qualification.
Hutacharoen served as the first Director-General of the Community Development Department, Ministry of Interior holding office from 1 October 1962 to 30 September 1969. In this role, he played an important part in pioneering rural development work under the principle "love the countryside, persevere, and coordinate".
In 1968, he initiated the establishment of the Community Development Department Savings Cooperative Limited.
He later served as Deputy Permanent Secretary of the Ministry of Interior. He was also appointed as the ministry's representative responsible for establishing the National Municipal League of Thailand.
Hutacharoen served as the last appointed Governor of Bangkok before the introduction of gubernatorial elections. He was appointed by the Council of Ministers and held office from 29 May 1975 to 9 August 1975, serving for 2 months and 11 days.
