Santiago Wilson Hernández (10 April 1898 – 25 January 1978) was a Chilean politician who served as Minister of Lands and Colonization, Minister of Agriculture, Minister of Justice, Minister of Social Welfare, and Minister of Economy, across two non-consecutive terms.[1]

Biography

Family and education

He was born in the Chilean city of Valparaíso on 14 May 1898, the son of Santiago Wilson Barrientos and Doralisa Hernández. He received his primary and secondary education at the Liceo Amunátegui.[2] He subsequently studied law at the Faculty of Law of the University of Chile, completing a thesis entitled Nuestra crisis económica y la desocupación obrera ("Our Economic Crisis and Worker Unemployment"). He was admitted to the bar before the Supreme Court of Chile on 8 January 1934 and specialized in criminal, labor, and juvenile law.[2]

He married Elba Gallardo Angulo in Santiago on 10 March 1929. They had two daughters: Sonia Wilson Gallardo, the mother of Álvaro and Augusto Böhme, and Alma Wilson Gallardo, who had no children.[2] He later remarried in Santiago on 28 December 1967, to Hilda Margarita Eliana Pereira Wachenhusen.[2]

Professional career

Wilson worked as a teacher at the José Abelardo Núñez Normal School and Commercial Institute No. 2. He also contributed to the newspaper Crónica and other publications. In addition, he worked as an official of the Chamber of Deputies from 1924 to 1930. He represented Chile in connection with the Tacna and Arica plebiscite. He was also a member of the board of the Autonomous Amortization Fund during the second administration of President Carlos Ibáñez del Campo, joining it in 1952 and serving as its president from 1953 to 1959.[2]

Political career

A member of the Democratic Party (PD) from 1912, Wilson served as its first vice-president and as a member of its leadership. In the 1930 Chilean parliamentary election, he stood for election to the National Congress and was elected to the Chamber of Deputies for Santiago's 7th Departmental Constituency for the 1930–1934 legislative term. During his tenure, he served on the Legislation and Justice; Constitutional Reform and Standing Orders; and Internal Police committees.[2]

He advocated reductions in rents and measures benefiting the working class. Law No. 5,001, which he had promoted, was enacted shortly after his departure from the Chamber. Upon accepting an appointment as a minister of state, he was replaced in the Chamber by Elías Errázuriz, who took his seat on 28 October 1931. Wilson subsequently sought, unsuccessfully, to complete his parliamentary term. This ultimately became impossible following the coup d'état of 4 June 1932, after which the National Congress was dissolved by decree on 6 June.[2]

While serving as a member of parliament, Wilson was appointed Minister of Social Welfare by acting president Manuel Trucco Franzani, serving from 3 September to 15 November 1931.[2]

More than two decades later, during the second administration of President Carlos Ibáñez del Campo, Wilson held a succession of cabinet posts. He served as Minister of Economy and Commerce from 1 to 14 April 1953; Minister of Justice from 14 April 1953 to 1 March 1954, and again from 12 August 1955 to 25 May 1956; acting Minister of Lands and Colonization from 7 January to 1 March 1954; Minister of the Interior from 1 March to 23 April 1954; interim Minister of Agriculture from 24 May to 4 July 1956; and Minister of Lands and Colonization from 25 May 1956 to 23 April 1957.[2]

Later life

In his later years, Wilson was involved in mutual aid societies. He served as director-general of the Boy Scouts, an organization with which he was involved for more than twenty-five years, and also contributed to the YMCA. He was awarded Argentina's Order of the Liberator General San Martín at the rank of Grand Cross.[2]
