Scott Allan Carter is an American Independent Catholic archpriest and the former Ecumenical & Interreligious Affairs Officer for the Catholic Apostolic Church of Antioch. He is the Founding Spiritual Director of the Pilgrim Chapel of Contemplative Conscience in Ashland, Oregon.

His biography reads:

"Scott Allan Carter was born in Hawaii in the early 1960s. While his father was in the Navy and afterwards, the family moved often. Scott spent time in several states throughout the country, including Hawaii, Illinois, Texas, California, and the state in which he currently resides, Oregon.

"As a child, Scott sold vegetable and flower seeds door to door; before college he worked as a cold-call telephone solicitor selling local newspaper subscriptions. In Napa, California, he was a dishwasher, a pizza delivery driver, a gas station convenience store clerk, and did tours in the Napa Valley College psychiatric technician program at a local psychiatric hospital, in a veterans' hospital in Yountville, and on the oncology ward of Napa's Queen of the Valley Hospital. Also in Napa, Scott worked as a clerk in a health food store, where he began assisting with advertising and writing radio commercials. After transferring to California State University at Sacramento and changing his major from psychology to English, Scott worked a variety of jobs: temp worker, club store associate, warehouse worker, cafe clerk/barista, video store employee, and for a longer time, commissioned salesperson for an audio and electronics store. After college, he moved to Berkeley, California and worked first as a clerk, then as an assistant manager at Leopold Records. He took the CBEST and worked as a substitute teacher in Oakland, California for two years. Scott married in Napa, where he and his wife returned for a year to start a graphic design and printing business; they moved the business, now focused on design, copywriting, advertising, and illustration, to Ashland, Oregon, where Scott's wife Kathy Carter still operates it.

"After more than twenty years in graphic design and copywriting, Scott Carter left full-time work to focus on his spiritual life and ministry as an ordained Independent Catholic priest. Although there is never a charge for that spiritual work, donations from grateful individuals allow Scott's ministry, the Pilgrim Chapel of Contemplative Conscience, to continue its essential service. He is currently, formally, the Very Reverend Father Scott Allan Carter, an archpriest serving as Ecumenical and Inter-religious Affairs Officer for the Catholic Apostolic Church of Antioch.

"Practicing, promoting, and supporting Independent Catholic spirituality, including the traditions of pilgrimage, contemplation, and informed conscience, The Pilgrim Chapel of Contemplative Conscience serves spiritual seekers who feel called to the Way, including those who may feel exiled, alienated, or excluded. It is Catholic in conscience and independent of Rome.

"The Chapel offers access to the mystical, contemplative traditions of Christianity. It believes in the life-changing power of a relationship with Christ and teaches the practice of reading, meditation, prayer, and contemplation. At the same time, it respects science, modern scholarship, and the human intellect, honoring the divine gift of the individual's informed conscience.

"As the Chapel's Independent Catholic priest, Father Scott Carter offers the traditional sacraments of Baptism, Confirmation, Holy Eucharist (Communion), Marriage, Reconciliation (Confession), and the Sacrament of the Sick (Healing or Anointing) as well as spiritual advice and support to all. The Chapel is a chartered ministry of the Catholic Apostolic Church of Antioch, an inclusive and non-dogmatic branch of the One, Holy Christian Church: The Pilgrim Chapel of Contemplative Conscience, A Catholic Apostolic Church of Antioch."
