Serve Legal is a market research company based in London, England which operates in the United Kingdom and Ireland,[1] and in Australia under licence.[2] The company provides age-verification and compliance testing services, and acts as an independent, third-party to conduct mystery shopper visits in the United Kingdom and Ireland.[3][4] Serve Legal is the market-leading provider of test purchasing and compliance audits in the UK and Ireland.[5][6][7]
The company is a member of the Age Verification Providers Association and the Mystery Shoppers Providers Association.[8][9] In 2019, Serve Legal became members of the Anaphylaxis Campaign.[10]

Serve Legal was founded in 2006 by Ed Heaver and Julian Sargeson[11] after one of their retail locations was found by the local authorities to be consistently serving alcohol to underage customers, which led to their alcohol licence being revoked.[12] In an effort to address the problem and demonstrate their commitment to compliance, Ed and Julian sought to monitor their staff, evaluate site performance and convey their compliance efforts to the authorities.[13] They were unable to find a company that offered a cost-effective solution, and as a result, they launched their own solution, Serve Legal.[14]
In 2022, Serve Legal was named as the winner of the 'B2B Business of the Year' award at the 25th Annual Growing Business Awards[15] as well as the London winner of the Business & Product Innovation Award at the FSB Celebrating Small Business Awards.[16]
In March 2023, Serve Legal entered a long-term partnership with Phoenix 2 Retail, who are a market leader in the distribution of vaping and alternative nicotine products in the UK.[17][18]
