Seth Robert Frotman (born November 17, 1978) is the former Student Loan Ombudsman for the Consumer Financial Protection Bureau and Executive Director of the Student Borrower Protection Center.[1] Frotman’s work focuses on higher education finance and consumer protection. On August 27, 2018, Frotman publicly resigned from the CFPB in a rebuke of the Trump Administration and actions taken by Acting CFPB Director Mick Mulvaney.[2]
Early life and education
Seth Frotman was born in Livingston, New Jersey.[3] His mother, Sunny Frotman, was a teacher.[4]
Frotman received his undergraduate degree with distinction from the University of Michigan, Ann Arbor.[5] He earned his law degree from Indiana University at Bloomington Maurer School of Law, graduating summa cum laude. In law school, Frotman worked on the Indiana Law Journal.[6] Following law school, Frotman clerked for the U.S. Court of Appeals for the 3rd Circuit.[7]
Seth Frotman is married to Jessica Solloway, a writer, and has two daughters.[8]
Career
Seth served as Deputy Chief of Staff and Legislative Director for former United States Congressman Patrick Murphy, where major legislative efforts included the repeal of Don't ask, don't tell and the creation of the federal Office of Financial Protection for Older Adults.[9] Before coming to Washington, he served as an assistant staff counsel for the New Jersey Senate, where he worked on state-level consumer protection legislation.[9]
In 2011, Frotman joined the Consumer Financial Protection Bureau as senior advisor to Holly Petraeus in the Office of Servicemember Affairs. Frotman later served as a detail on the U.S. Senate Higher Education, Labor, and Pensions Committee before returning to the CFPB to join the Office for Students and Young Consumers as Deputy Assistant Director under Rohit Chopra.[7]
In June 2015, Frotman was designated by Secretary of the Treasury Jack Lew, in consultation with CFPB Director Richard Cordray, to serve as the CFPB's Student Loan Ombudsman.[7] In 2018, after Acting CFPB Director Mick Mulvaney closed the agency's Office for Students and Young Consumers,[10] Frotman resigned as Student Loan Ombudsman.[2]
In November 2018, Frotman launched the Student Borrower Protection Center, a nonprofit organization focused on ending the student debt crisis.[11] Frotman and his organization were featured on season 2 of The Patriot Act with Hasan Minhaj. Frotman later testified before the U.S. House Financial Services Committee about the student debt crisis.[12]
Resignation from the CFPB
On August 27, 2018, ten months after Mick Mulvaney was appointed as acting Director of the CFPB, Frotman resigned as Student Loan Ombudsman.[2]. In his resignation letter, Frotman cited "how the current actions being taken by the Bureau are hurting families."[2] Frotman further noted how Mulvaney "used the bureau to serve the wishes of the most powerful financial companies in America."[13]
In March 2019, Frotman testified before the U.S. House Financial Services Committee about the shift in priorities at the CFPB under President Trump, criticizing the administration's reversal of consumer protection policies.[14]
