Seymour Road (Chinese: 西摩道) is a street that travels up the hill in Mid-Levels of Hong Kong Island. The road starts on the east side of Hop Yat Church, near the intersection of Bonham Road with Hospital Road and Caine Road, and goes up to 55 Robinson Road.
History
Seymour Road is named in honor of Sir Michael Seymour, a British Royal Navy admiral from the Victorian era.[1] It was constructed between 1851 and 1870.[2](p100)
Since obtaining the plot in 1897, Robert Hotung lived for about six decades in his 125,000-square-foot "Idlewild"[lower-alpha 1] mansion at 8 Seymour Road; the site is now occupied by Hong Kong Garden, which was constructed in 1970 by Sun Hung Kai Properties.[6][3](p66)[5](p133)[7](pp58-59) The 1898 campus of Ying Wa Girls' School was situated between Seymour Road and Robinson Road.[2](p92)
A parcel of land on this road was classified as Category A residential land by the Hong Kong Town Planning Board in 1986. In 1995, its zoning was changed to Category C, which permits residential development with a maximum floor area ratio of 5, effectively limiting buildings to around 12 storeys. In 2005, Swire Properties and Hang Seng Metro acquired the site for HK$126 million and subsequently sought legal action to relax the development restrictions.[8] At the time, around 3,000 residents of the Central and Western District signed a petition supporting the proposed relaxation.[9] In November 2007, judge Andrew Cheung ruled that concerns regarding traffic impact were no longer applicable and approved the relaxation of the restrictions, allowing the construction of a 54-storey skyscraper on the site.[8]
