Sophie Kiladze, (born in Kutaisi, in Georgia on January 16, 1984) is the Chair of the UN Committee on the Rights of the Child [1], and a member of the European Commission against Racism and Intolerance (ECRI) of the Council of Europe[2], a politician and a lawyer.

She is fluent in Georgian, English, German, Russian and intermediate in French.[3]

Education

After finishing Joseph Otskheli Gymnasium Kutaisi, she graduated the Law Faculty (Staatsexamen) of the Ruprecht-Carl University of Heidelberg in Germany.

2020-2024 she defended her PhD Thesis in Public International Law and Child Rights Law at Grigol Robakidze University.


Working in Georgia

2012-2014 she was the Head of International Legal Cooperation Division, Ministry of Internal Affairs of Georgia and in 2014 - 2016 was promoted as Deputy Rector, Ministry of Internal Affairs Academy.[3] [4] [5] She was leading the drafting group of the Law of Georgia on Police[6]. In this period she has elaborated several legislative amendments to combat drug crime and a new Law of Georgia on New Psychoactive Substances [7] which resulted in decrease of the use of so-called "crocodile" "vint" and "Jeff" by 99% as well as new psychoactive substances by around 90%.[8] [9]

In 2016- 2020 Kiladze was elected Majoritarian in the Parliament of Georgia, member of the Fraction โ€œGeorgian Dreamโ€ (Ruling Party), Member of the Political Council of the Ruling Party.[10] She has been serving as a Chairperson of the Human Rights Committee as well as of the Child Rights Council (created upon her initiative) of the Parliament of Georgia. Kiladze led the development process of the Code on the Rights of the Child [13] during the three-year drafting process, in close collaboration with UNICEF and with support from the EU.

Under her authorship and in cooperation with Friedrich-Ebert-Stiftung the Georgian Parliament adopted the Law on Social Work of Georgia.[14] [15]

She is the author of several legislative amendments aiming protecting children from prostitution and pornography as well as from domestic violence. She launched various awareness-raising campaigns. [16] She initiated Law of Georgia on Facilitation of the Employment[17] creating a legal basis for active labor market policy in Georgia.

Working at the United Nations

2021-2025 Kiladze was elected as a member of the Committee on the Rights of the Child.[18] following the re-election for the second term 2025-2029.[19]

2023-2025 she served as a Vice-Chair of the same Committee.[20]

She was elected as a Chair of the UN Committee on the Rights of the Child for the term 2025-2027. [21] [22]


At the UN Committee on the Rights of the Child Kiladze initiated enhancement of the role of Parliament in child rights protection and is the Focal Point for Inter-Parliamentary Union of the Committee on the Rights of the Child. [23][24] In this capacity Kiladze has elaborated the CRC-IPU Joint Statement.[25] and co-organized several regional and international high-level events with IPU and UNICEF in order to raise awareness and guide parliaments in child rights protection and promotion. [16]

In 2024 she has initiated the topic on Artificial Intelligence and Child Rights.[26] For focused work on AI she established partnership with the UNICRI Center for AI and Robotics as well as the International Telecommunications Union.[16] The process led to

Working of different projects

2020-2024 she has been working as an expert for various projects related to child rights in cooperation with international organizations: UNICEF, European Union, Friedrich-Ebert Stiftung, Expertise France. Amongst many others she developed in Georgia: Case Management Coordination Mechanism supported by appropriate electronic system in the municipalities ensuring effective coordinated work of all relevant central-, and municipal agencies; Delegation Bylaw defining responsibilities between municipalities and central government social workers; Standards for Social Workers of Healthcare Institutions. Honors and membership

In 2015 she became a holder of Medaille of Honour of the President of Georgia for the excellent achievements and initiatives. She was the member of 2017 State Constitutional Commission of Georgia working on the revision of the Constitution of Georgia. She became holder of scholarship of 2013-2014 Carl Friedrich von Goerderler-Kolleg for Good Governance, together with Robert Bosch Stiftung (Berlin, Germany) as well as of the Open World Fellowship in 2017 (Washington, the United States of America) and of 2022 German Academic Exchange Service (DAAD) Scholarship, Academy of Human Rights, University of Cologne.[3] [16]


Academic work

2008-2011 Kiladze worked at Max-Planck Institute for Comparative Public Law and International Law, on the Max Planck Encyclopedia of Public International Law.

2011-2013 she gave lectures at the Master Program LLM zu Kรถln in Constitutional Law of Germany.

Since 2012 she gives lectures and since 2025 is a full professor in public law at Grigol Robakidze University[3][27].

Author and co-author of various books, articles and publications. Participated in various international Conferences.

She organized the hybrid Conference on AI and Child Rights dedicated to the 35th Anniversary of the Convention on the Rights of the Child at the Grigol Robakidze University [28]. The Conference [29] [30] The Conference brought together over 1200 children and adults from around 60 countries, various international organization, leading Universities, business representatives, CSOs and experts to discuss unprecedented opportunities for realization of child rights, at the same time imposing enormous threats on children.
