Sunil Kumar Singh is an Indian historian, writer, and retired Indian Administrative Service (IAS) officer. He has published extensively on the history, society, and land revenue systems of Jharkhand and Bihar, authoring more than a dozen books and numerous articles. Singh’s work is noted for its use in academic, public, and judicial domains, with his book Inside Jharkhand cited by Justice Altamas Kabir (later Chief Justice of India) in the Jharkhand High Court judgement Dhananjay Mahto and Others vs. Union of India.[1]
Early life and education
Dr. Sunil Kumar Singh is a gold medallist in History from Patna University. He got his Ph.D. from Magadh University, Bodh Gaya, Bihar . His first book Ownership of Land in Ancient India which was his Ph.D. thesis was published by the Bihar Research Society, Patna[2]. His second work Dictionary of Land Revenue Terms in India has been published by the Lal Bahadur Shastri Academy of Administration, Mussoorie[3]whose foreword has been written by Wajahat Habibullah - India’s first Chief Information Commissioner (CIC) (2005–2010) and former Chairperson of the National Commission for Minorities.
Career
Singh joined the Indian Administrative Service (IAS) and held senior government positions during his career. He is a life member of the Bihar Research Society and the Indian Institute of Public Administration. He trained at the Lal Bahadur Shastri National Academy of Administration and the Royal Institute of Public Administration, London, and received the President of India’s medal for Distinguished Public Service.[4]
