TOPS (also known as TOPS Cebu or TOP Lookout, stylized in all caps) is a hilltop viewing deck located in Barangay Busay, Cebu City, Philippines.[1] The site sits on a hill at 610 meters[2] (2,000 feet) above sea level on Mt. Busay.[3] After renovation and redevelopment, TOPS reopened in 2024, which feature a commercial complex and retail spaces, restaurants,[4] events venue,[5] and panoramic views of the city.[6]
