Tainan Fine Arts Association, is a local art association based in Tainan City, established by artist Kuo Po-Chuan and a number of artists in 1952.

The establishment of Tainan Fine Arts Association

In the first four or five years of the 1950s, local painting associations appeared all over Taiwan, including the Hsinchu Art Research Association.[1] in 1950, the Kaohsiung Fine Arts Research Association[2] and the Tainan Fine Arts Association in 1952, and the Central Taiwan Fine Arts Association in 1954[3].

In 1949, Kuo Po-Chuan (1900-1974)[4][5], a Tainan painter, taught in the architecture department of National Cheng Kung University, which was then the Taiwan Provincial College of Engineering. Rooted in his enthusiasm for art and local art movements, Kuo began thinking about establishing a painting association. In 1952, he gathered fellow artists in Tainan, including figures such as Chao Ya-Yu (1901-1974), Lu Chen-I (1912-1967), Hsieh Kuo-Yung (1913-1994)[6], Chang Chang-hua (1914-1992), Shen Che-Tsai (1926-)[7], Jang Bing-Tang [8] (1928-), Tseng Tien-Fu (?), and Huang Yung-An (?), and on June 14, the Tainan Fine Arts Association was officially established in the assembly hall of the Tainan Medical Association (adjacent to the office of telecommunications on today’s Minsheng Road)[9]. Kuo Po-Chuan served as the first president, Chang Changhua, Tseng Tien-Fu, Huang Yung-An, Lu Chen-I, and others as council members.

The first Tainan Fine Arts Exhibition was held at the assembly hall of the Tainan Second Credit Cooperative in February 1953; a sculpture department and a photography department were also added. In March of the same year, the “Fine Arts Research Institution” was also established on Anping Road, which was dedicated to cultivating new talent. The 2nd Tainan Fine Arts Exhibition was held in 1954, at which time a Chinese painting department was also established.

Beginning in 1955, the association was commissioned by Tainan City Government to hold the annual “Tainan Fine Arts Exhibition”, at which point it became the primary organization for assisting the public sector in arranging local art movements and art education. The association also collaborated in the same year with the “Kaohsiung Fine Arts Research Association” in organizing the “Southern Fine Arts Exhibition”[10].

Members of the photography department, such as Hsu Yuan-Fu[11] and Chang Wu-Chun, were among the important early photographers in Tainan. Hsu Yuan-Fu used photography to record many old street scenes in Tainan in his early years[12], and he was also committed to promoting photography education and supporting the younger generation[13]. After Chang Wu-Chun's Moon World(月世界) Photography Exhibition was held, it led to a wave of photographing the Moon World in Taiwan, which showed the influence of the artist's works[14] across Taiwan.

The development

In 1961, the craft department was established, with the person in charge being Yang Ching-Tien (1927-), who joined in 1959, and who was a member of both the western painting and sculpture departments[15]. In 1962, to mark its 10th anniversary, the association published the Tainan Fine Arts Association's 10th Anniversary Special Issue. Works were exhibited at the Provincial Tainan Social Education Hall (the old Tainan Public Hall) and the Artland Gallery in Taipei. In 1971, to celebrate the 60th anniversary of the R.O.C., and to support the Culture Revival Movement, the association called for artworks by members from Taiwan, and from overseas artists, as well as the general public. In 1972, to mark its 20th anniversary[16], the association arranged its third exhibition tour in Taipei[17].

The transformation period

In 1981, because the number of works submitted by the public had increased significantly, the exhibition of works by members was changed to the “spring exhibition,” while the exhibition showcasing works by the public was featured as the “autumn exhibition” [18]. In 1982, the association collaborated with Tainan City Government in organizing the “Everlasting Phoenix 30th Nai-mei Exhibition”, and published an accompanying catalogue [19]. The association and the city government also held the “R.O.C. One Thousand People Exhibition”, and at the same time edited and published The People of the Fine Arts of the Republic of China. In 1987, the association held the 35th Tainan Fine Arts Exhibition, a large-scale event organized in collaboration with the National Museum of History and the Tainan City Culture Foundation, with the Tainan City Government as the co-organizer. The exhibition was held at the National Gallery of the National Museum of History in Taipei, and at the Tainan City Sports Stadium[20][21].

In 1997, when the application was processed by the Tainan City Government Bureau of Social Affairs, the association changed its Chinese title from “Tainan City Research Association of Fine Arts” to “Tainan City Research Association of Fine Arts in Tainan,” which better reflected the mission of the association[22].

In 2001, the site of the association changed to USIS Tainan (the Japanese Patriotic Women's Association during Japanese Rule, later repurposed as a branch of the Tainan Public Library Central District Branch) under the arrangement of the Tainan City Government Cultural Affairs Bureau[23]. In 2002, the association participated in the first exchange exhibition with the Central Taiwan Fine Arts Association and the “Exhibition of Taiwanese Art and Culture”. This was arranged by The Taiwan Association of Thailand. In the same year, the 50th Tainan Fine Arts Exhibition was held on a larger scale, and the “Kuo Po-Chuan Memorial Exhibition” was also organized[24]. In 2008, the association applied to become a national Non-Profit Organization, and was renamed the “Tainan Fine Arts Association of Taiwan,” with Pan Yuan-Shih as the first chairperson. With the sponsorship of the Chi Mei Culture Foundation, the association purchased a permanent venue in Tainan[25]
