Talise (/ˌtəˈliːz/ Tə-LEEZ; originating from the Iroquoian language family, meaning "lovely water."[2]) is a developing planned community 3.6 mi (5.8 km) north of Laredo, Texas in Webb County.
Talise is operated by a Municipal Management District(MMD), the Legacy Municipal Management District(LMMD).[3] On June 13, 2023, Texas House Bill 5404, authored by Richard Raymond and sponsored by Judith Zaffirini, was passed during the 88th Texas Legislature which created the LMMD from the previously existing Legacy Water Control and Improvement District.[4]
Water Source
Talise will not rely on the Rio Grande as their primary water source; instead, Talise will use ground water from the Sparta and Carrizo Aquifers.[5][6] The water from these aquifers will not only serve Talise, but several colonias in northern Webb County and along U.S. Route 59 as well.[7][8] Laredo and Talise have also considered the possibility of using this water as Laredo's secondary water source following recent droughts in the area.[9][10][11]
Neighborhoods
Talise is comprised of five neighborhoods, each with varying lot sizes and living styles:[11][12]
The Preserve will have designated areas for equestrian recreation, and a section of The Springs will contain private taxiways connecting to the future airport as well as equestrian areas. On June 7, 2025, a groundbreaking ceremony was held for phase one of The Springs neighborhood.[13]
The Township will be the city-center and will include a variety of zoning areas ranging from industrial and commercial to education and residential.
The Vistas and The Retreat will consist of, mainly, residential development with sparse retail and commercial areas.
Economy
A major part of Talise’s economy will revolve around the trade industry due to its proximity to Laredo's International Bridges. Talise's first development began with phase one of their industrial park, the Township Logistics Park at Talise, in 2024.[14]
Another development nestled between Talise is the Gateway Industrial Park[15] which will bring a rail yard, operated by the Union Pacific Railroad, adjacent to the Talise airport at the intersection of Interstate 35 and State Highway 255(Camino Colombia Road).[16]

Airport
The airport of Talise will not support commercial air travel; instead, it's primary usage will be for "heavy industrial traffic" and private use by few residents of The Springs neighborhood.[11]
Education
Talise's K-12 schools will be serviced by the United Independent School District(UISD) as the whole city falls within the UISD service area.[18][11] It can be seen in Talise's master plan that the elementary and middle schools will be located in The Township, with the high school being located at The Preserve.[12]
