TaxWatch
TaxWatch (previously Tax Watch UK) is an independent charity and investigative think-tank, focused on research and analysis in the area of tax.[1] TaxWatch’s work focuses on tax avoidance and evasion of high net worth individuals and large companies, as well as developments in the British and international tax systems.
In February 2021, TaxWatch was named one of the 50 "most influential figures and events in fiscal policy" of 2020 by ITR (previously International Tax Review).[2] The think-tank has been mentioned in many major news outlets, including the Financial Times, The Guardian, BBC News, and The Times, and has been referenced in the House of Commons.[3][4][5][6][7]
History and Funding
Julian Richer, the founder of hi-fi and TV specialist Richer Sounds, provided initial funding to set up TaxWatch in 2018, after reading the Great Tax Robbery by the investigative journalist Richard Brooks. Brooks’ book proposed the idea of setting up an organisation called TaxWatch, stating "one effective practical initiative would be to monitor systematically multinationals' tax payments and action (or inaction) against tax avoidance, as far as they can be identified: 'TaxWatch', perhaps".[8]
In an interview with The Guardian, Richer stated:
“We pay our taxes but these people are just laughing at us. You can’t move these days for stories about people and companies trying to find ever more ingenious ways to avoid paying their tax bill, whether it’s tech giants, celebrities or major landowners.”5
Other major donors include James Timpson of the retailer Timpson, and the Joffe Charitable Trust.[9]
Its advisers include Private Eye journalist Richard Brooks, author of The Great Tax Robbery.[10][11]
Purpose and aims
According to the Charity Commission for England and Wales, TaxWatch is a UK charity dedicated to compliance and sound administration of the law in the field of taxation.[12]
The think tank has published reports looking at multinational technology companies,[13] Video Games Tax Relief,[14] and Netflix[15], among others.
In April 2021 TaxWatch launched their rule of law project, which seeks to make interventions in the public interest in significant tax litigation.[16] TaxWatch's first intervention, believed to be the first public interest intervention in a tax dispute by a UK NGO, saw TaxWatch file documents with the UK Supreme Court, intervening in the tax dispute between HMRC and General Electric.[17][18]
