Career[edit]

Ted is the Managing Executive of SI³ , a consulting company focused on creating value at the intersection of government, community, and business. SI³ builds on his 25 years of leadership experience at the highest levels of government, business, and non-profit sectors. With a multi- sector background that spans seven mayors across six major cities, Ted elevates teams through collaboration, communication, and commitment. His unique ability to produce results with teams in complex environments has contributed to more than $2 billion in real estate, economic, and community development projects. Ted's private sector experience demonstrates a focus on development that supports private sector interests while supporting foundational equity.

Most recently, Ted served as Deputy Mayor for Community and Economic Development for the City of Baltimore. In that role, Ted was responsible for 14 agencies and a $1 billion budget. He led equitable neighborhood development and revitalization for the city, overseeing housing, planning, workforce, tourism, and economic development. He was also the point person for the City's 2026 World Cup Bid.

Before his work in Baltimore, Ted was the Chief Economic Development and Business Officer for Cuyahoga County, Ohio. He developed the County's mandated 5-Year Economic Development Plan, including its response to the COVID-19 pandemic. During his tenure in Cleveland, Ohio, Ted and his team executed 35 projects that created over 2,500 jobs. In addition, he co-chaired the county's first Equity Report, providing strategic direction for its diversity and inclusion initiatives. Ted served as Executive Managing Director for CBRE, a global real estate company, leading its national public sector group in Washington, D.C., and its South Florida Market Leader. He was named a global leader within CBRE in 2009 and served on the Americas Operating Management Board. Later, he served as Executive Director of the Jacksonville Economic Development Office.

In 1996, Ted served as Deputy Campaign Manager and Chief Operating Officer for Bill Clinton's presidential re-election campaign. As Treasury's Deputy Assistant Secretary for Management Operations and Critical Infrastructure Assurance, Ted oversaw real estate and capital assets during the Clinton administration.

Personal Life & Education[edit]

Ted received his MPA from the American University in Washington D.C and a B.S. in Foreign Service from Georgetown University. A New Jersey native, Ted resides in Baltimore with his wife and enjoys golfing, hiking, scuba diving, and martial arts.
