Eiei-decade displays navigation tables and puts the page into the correct categories: "Category:Educational institutions established in the whatever century", and "Category:xyz0s extablishments".
Parameter 1 is any year in the decade (1955, 1855, etc.), passed on to Template:Eiei-decade-table, years BC should be given as a negative value. Parameter 2 is the century name (1st century, 19th century, 2nd century BC, etc)
