The New Course of Ukraine
The New Course of Ukraine (NCU; Ukrainian: Новий Курс України) is a strategic programme to build a strong European state developed by Yulia Tymoshenko.[1]
The New Course of Ukraine is based on the new Ukrainian Constitution and New Social Contract.[2]
Blocks
The New Course of Ukraine is divided into 4 blocks: the New Social Contract, New Economic Course, New Peace Strategy, and Ecosystems of Life. Within each block, Yulia Tymoshenko proposed to create four platforms, which plan to unite intellectuals, professionals and members of different political teams. “New Social Contract” aims to develop a plan of action for the new social contract as the basis of the new Constitution. The New Economic Course provides for the establishment of a reliable system of economic prosperity in Ukraine through strategic direction of economic development. The key objectives of this plan are creating conditions for fair market competition, stimulation of small businesses, acceleration of economic growth to over 7% per year, attracting more intellectuals and businessmen to political offices, as well as other economic and social goals.[3] The New Peace Strategy aims to create a realistic plan to end the war with Russia and to return the occupied territories of Donbas and Crimea to Ukraine. A program to protect Ukrainian veterans will also be developed. Ecosystem of Life is based on the development of a harmonious system of life for everyone. “Ecosystem” means everything that people need in order to live happily: social protection, culture, education, health protection, safety, ecology etc.
New Social Contract and Constitution
The social contract is the set of new rules for Ukraine's development in the near future. The Constitution is the road map to fulfill the social contract. Society led by the Ukrainian creative class will write the New Constitution. The Constitution would be adopted via the All-Ukrainian referendum. The main aspect of the new social contract would be based on self-fulfillment: an opportunity for every person to fulfill his or her potential in harmony with society, humanity and nature. It is believed that The New Constitution will enable the construction of an effective vertical of state management and the control of government by the people.
The National Assembly of Self-government
The National Assembly of Self-government would increase the role of civil society in Ukraine. It would be composed of the heads of All-Ukrainian associations (1/3) and moral leaders of the nation (2/3). The National Assembly of Self-government would have a right to veto corrupt laws and form the strategy of Ukraine's development.
The National Assembly of Self-government is predicted to make the branches of government in Ukraine accountable to society.
State structure
According to Yulia Tymoshenko's New Course of Ukraine, Ukraine should be ruled by the Chancellor, who would be the head of the cabinet. The presidential post would be abolished. Elections to the parliament would be held via two rounds.[4]
