Thomas D. Flanagan Sr. is the founder of the law firm Flanagan|Bilton ("F|B") in 1967. He began his career at Chicago Title Company, but soon took a position as an assistant state's attorney in the criminal division. After moving to the condemnation division, Flanagan became an expert in fair market value, which eventually led him to specialize in property tax law when he founded his own firm. In addition to his property valuation expertise, he has extensive experience handling a variety of property tax matters, as well as litigation at both the trial and appellate levels. His firm F|B, serves clients in all 50 states, including a wide range of real estate investment trusts, banks, insurance companies and pension funds. F|B is also known for its unique online tech platform that allows its clients to manage all their properties through a single system.[1]

Flanagan was born in Chicago, IL. His father, Michael Flanagan was of Irish descent. His mother Mildred Alina Luoma was of Finnish descent. Tom had one brother, James M. Flanagan. Thomas D. Flanagan Sr. married Constance ("Connie") Anastasia Kezios on August 21, 1984. Tom and Connie have 6 children: Michael George Flanagan, James Michael Flanagan, Thomas Daniel Flanagan Jr., John Patrick Flanagan, Pamela Alina Flanagan, Constance Kelley Flanagan. Five of the Flanagan children followed in Tom's footsteps and graduated with law degrees.

Education[edit]

Tom and his brother James graduated from Campion Jesuit High school in 1955. While he attended high school, he participated in Latin Scientific Honors, Sodality C.J., and their basketball league. He also participated in and helped his team achieve championship titles for Football and Baseball.[2] Tom went on to graduate with a B.S degree from Loyola University in 1960. During his time at Loyola University, Tom took an active role in the track team and managed to set a meet record in the eight-lap relay of 2:20.5, 2.2 seconds faster than the previous record.[3] Tom then went on to secure a law degree from Chicago-Kent College of Law in 1963.[4]
