Todd D. Axtell

Todd Douglas Axtell (born May 8, 1968) is an American law enforcement officer who has served as the chief of police for the City of Saint Paul, Minn., since June 23, 2016[1].

Prior to his appointment as police chief, Axtell served as an assistant chief, senior commander, commander, sergeant and police officer with the Saint Paul Police Department as well as a police officer with the Breezy Point and Pequot Lakes Police Departments in north-central Minnesota[2].

Early life and education[edit]

Axtell grew up in Silver Bay and Brainerd, Minn. He graduated from Brainerd High School [3] and then studied law enforcement at Alexandria (Minn.) Vocational Technical & Community College, where he earned an associate degree.

He also earned a bachelor’s of science degree in law enforcement from Metropolitan State University in Saint Paul, Minn., and a master’s of arts degree in police leadership, administration and education from the University of St. Thomas in Saint Paul, Minn[4].

Career[edit]

Axtell began his career in law enforcement with the Breezy Point and Pequot Lakes Police Departments in 1988 as a police officer.[5]

In 1989, he joined the Saint Paul Police Department as a police officer with the Eastern Patrol District and then quickly rose through the ranks. In 2013, he was named assistant chief for operations, where he oversaw 450 personnel including patrol officers, the SWAT team and parking enforcement.[2] Three years later he was sworn in as the police department's 41st chief of police.[2]

Appointment to Chief of Police[edit]

On Monday, June 13, 2016, Axtell was selected by Saint Paul Mayor Chris Coleman to lead the city's police department of 620 sworn personnel and 180 civilian employees. The St. Paul City Council voted unanimously to approve Axtell's appointment,[6] and he was sworn in on during a ceremony in the mayor’s office on Thursday, June 23, 2016.[1]
