Tony Bates
Anthony Williams Bates
Dr. Anthony Williams "Tony" Bates is a British-Canadian educator, researcher and consultant known for his work on distance education, online learning and the use of technology in teaching. Bates is an accomplished author with eleven books on online learning and distance education. He also advised organisations on how to plan and manage their programmes in this field. He has consulted for over 40 organisations in 25 countries.[1]
Education and Academic Awards
Bates studied for a Bachelor of Arts degree at the University of Sheffield. Then, he earned his postgraduate certification in Education at the University of London and later completed a PhD in educational administration at the same university.[2]
In 1995, he earned a Doctor Honoris Causa (honorary degree) from The Open University of Portugal, Lisbon, Portugal. In 2001, the Honorary Doctor of Letters from Laurentian University was awarded to Bates. He did not stop there. The Honorary Doctor of Athabasca University degree, Canada was collected in 2004 followed by the Medal of Merit from University of Veracruzana and the Doctor of Social Sciences, Honoris Causa from Open University of Hong Kong. Bates' last known award was in 2005, the Doctor Honoris Causa from the Open University of Catalonia, Spain.[3]
Career
Open University (1969–1989)
Bates joined the newly created Open University in 1969 as one of its founding members of staff and spent around twenty years there, rising to Professor of Educational Media Research. His work examined how broadcast media such as radio and television could support effective learning at a distance.[4]
Open Learning Agency of British Columbia (1990–1995)
Bates moved to Canada and became Executive Director of Research, Strategic Planning and Information Technology at the Open Learning Agency of British Columbia[5]
University of British Columbia (1995–2003)
Bates was Director of Distance Education and Technology in UBC's Continuing Studies division, and Research Team Leader of MAPLE (the Centre for Research into Managing and Planning Learning Environments in Education). He helped establish UBC's fully online Master in Educational Technology, developed initially in partnership with Tecnológico de Monterrey in Mexico and UBC's Faculty of Education, which has run since 2002. Research groups he led at the Open University, the Open Learning Agency and UBC together published more than 350 papers on distance education and technology in teaching.[6]
Consulting and later work (2003 onwards)
After leaving UBC in 2003, Bates founded Tony Bates Associates Ltd, a consultancy advising universities, colleges and governments on e-learning and distance education strategy. In 2017, he led a team of independent researchers conducting a national survey of online and distance education in Canadian universities and colleges.[7]

- 2003 - Effective Teaching with Technology in Higher Education: Foundations for Success[13]. Bates and Poole broadened the ACTIONS approach so that it could guide technology selection across any educational setting. This extended framework, known as SECTIONS, was designed to support the choice and use of technology in all areas of education.
