Tromsø Youth Council is the youth's municipal participation body in Tromsø municipality, Norway.[1] The council acts as a bridge between the youth and the executive power in the municipality working to represent the voice of young people in the democratic process. For many, the youth council plays a key role in shaping Tromsø as an inclusive city to grow up in.

European Youth Capital in 2026[edit]

In collaboration with Tromsø Youth Council, Tromsø municipality was named European Youth Capital in 2026.[2] With the motto "Together, we can shape Europe's future," Tromsø convinced the jury of the European Youth Forum with its commitment to promoting young people's active citizenship and strengthening their contribution to societal development. The application process has been a large collaborative project between public and private actors throughout northern Norway and the Arctic.

The announcement was made under the award ceremony in Lublin, Poland, which was the previous winner of European Youth Capital in 2025. The Tromsø delegation consisted of Youth Council representatives Luna Drecker and Asen Nechev, secretary of the Youth Council Martine Lødding, deputy mayor Sigrid Bjørnhaug Hammer, Tvibit representative Silje Olsen Engenes, as well as Brynjar Saus and Vetle Bo Saga from the municipality administration.[3]

Tromsø was one of five cities that were candidates to become European Youth Capital in 2026, together with the cities of Vila do Conde (Portugal), Málaga (Spain), Izmir (Turkey) and Sarajevo (Bosnia-Herzegovina).

Youth Councilors[edit]

The Youth Council of Tromsø consists of 13 members, of which eleven are ordinary members and two are deputy members. Each of the ordinary members are assigned to an area of responsibility, such as education, transport, culture, health, climate, environment and sports. The council also has an employed secretary, who is responsible for maintaining contact with the municipality.

Ungdomskonferanse og valg[edit]

The Youth Conference is the youth council's annual event, organized by and for young people. Over two days, the council hosts political debates and activities to engage young people in the democratic process and spread awareness of important issues that concern youth. Every year, all schools, youth organizations and youth clubs in Tromsø are invited to the conference to ensure broad and even representation. In light of this, the youth conference elects a new Youth Council for the year ahead.

Anyone who attends the annual Youth Conference can stand for election. The candidates are called to an interview with a selection committee consisting of the leader of Tvibit, the secretary of the Youth Council, and a retiring member. The selection committee then makes a proposal for a new Youth Council with regard to diversity within geography, age, gender, and several representative factors. After the proposal has been presented, a democratic election process with debate is opened to ensure a fair election for all.
