UN1FY is a multisectoral youth taskforce aimed at ensuring meaningful youth participation in high-level water and climate policy negotiations.[1][2] It is the official youth constituency of the Water and Climate Coalition (WCC), hosted by the World Meteorological Organization.[3][4] UN1FY’s activities aim at empowering youth through water and climate education, capacity development, active engagement, global mobility, governance, and resource mobilization.[1] One of UN1FY’s key outputs is the water and climate Youth Development Plan and Agenda (YDPA) derived from consolidated inputs of global youth on water and climate matters.[1][5]

The idea of UN1FY emerged in 2021 under the initiative of the WCC Secretariat and Jan Kairel Guillermo, a queer, artist, climate activist, and survivor of the world’s strongest typhoon that ravaged the Philippines in 2013.[4][6] Guillermo currently serves as the Youth Engagement Officer for the WCC.[4][6] The strategic goal of the WCC is the promotion of cross-sectorial water and climate action under the SDG6 Acceleration Framework in an inclusive manner,[1][7] which is why youth are also involved in the process.[2] From January to July 2022, a team of 14 paid interns joined the WCC to act as UN1FY’s Regional Youth Focal Points representing the seven SDG regions, and worked on co-building UN1FY together.[3] In June 2022, UN1FY appeared as one of the key youth stakeholders partaking in the Dushanbe Water Process: the Second High-Level Conference of the International Decade for Action “Water for Sustainable Development”, 2018-2028.[2][5][8] The Dushanbe Water Process led to the 2022 Dushanbe Declaration which encouraged the development of UN1FY’s YDPA and emphasized that the voice of young people should play an important role during the 2023 UN Water Conference.[9]
