UNDP Beijing Express Declaration

The Beijing Express Declaration is a written declaration drafted on a chartered train journey that was known as the Beijing Express.

Background

The Beijing Express was the name given to the train used to transport national delegates attending the World Conference on Women, in 1995.[1] The train passed through the Balkans, Russia, Ukraine, and the Caucasus.[1]

During the train journey, the female delegates on the train held working sessions, the final one of which was facilitated by Lesley Abdela.[1] The outcome of the final session was the declaration, a written document authored by Irish United Nations Development Programme staffer Leueen Miller[2] with input from 25 other women.[3]

The sessions produced the declaration, which had the theme White veils, not blue helmets.[2] The declaration described the state of the male-dominated United Nation's peacekeeping and diplomacy efforts as a failure.[2]
