The 2023 Vienna Town Council election was held on November 7th, 2023, alongside the 2023 Virginia elections. Residents of Vienna went to elect six out of the seven Town Council seats, with the Mayor serving as the 7th member.[3] The Vienna Town Council uses approval voting as it's electoral system. Meaning voters cast six different votes on one ballot, and the top six candidates with the most votes get elected.
Background
In previous elections the Town Council would be elected every year with three of the seven members being on a May ballot. However, following the signature of SB-1157 in 2021 by Virginia Governor Glen Youngkin all local elections had to move to the same date as state-wide elections.[4] Therefore complying with the law the Vienna Town Council moved its elections to November. Alongside this change they also passed legislation making all councilors elected on the same day and removing annual elections in favor of every other year.
