Wilhelmus Jacobus Maria Voermans (born 8 October 1961) known as Wim is professor of Constitutional and Administrative law at Leiden University.

Early life and education

Wim Voermans was born on 8 October 1961 in Zundert. He studied law at Tilburg University (Netherlands), where he graduated in constitutional and administrative law. In September 1995 he obtained his PhD, defending a thesis on the possibilities of computer assisted legislative drafting.[1] While writing his thesis, he worked as an assistant professor of constitutional and administrative law at Tilburg University. After 1997 he worked as an associate professor there. He specialized in Dutch, European and comparative constitutional law and (EU) legislative issues. Voermans taught and published in all these areas and between 1999 and 2014 gave legislative courses to Dutch and European legislative lawyers (of the European Parliament),[2] but also outside the EU.[3]

Professorship

In 2002, Voermans was appointed professor of constitutional and administrative law at Leiden University. There, on 12 September 2003, he gave his inaugural lecture, which dealt with the allocation of public powers and the democratic underpinning of legislation and public regulation. After 2003 he continued to focus on Dutch, European and comparative constitutional law and Dutch, related legislative issues. From 2009 onward he worked closely with foreign scholars and practitioners in the International Association of Legislation. He was president of the Association between 2012 and 2015. After 2015, Voermans changed his research and teaching focus somewhat. He became increasingly interested in legitimacy issues in law and politics. Together with other Leiden researchers he worked and led (together with professors Ruud Koole – political science – and Henk te Velde – history) the Leiden University interdisciplinary profile area Political Legitimacy. Partly as a result of the work in this interdisciplinary program, he published several books in which the legitimizing function of constitutional law and the omnipresent democratic liberal systems in the world are key. Some of these books, like The Story of the Constitutions: Searching for the We in Us (Cambridge University Press 2023) – originally written in Dutch (Verhaal van de grondwet 2019) - and Onze Constitutie (Our Constitution) (Prometheus 2023), were written for wide audiences. They were favorably received and yielded rave reviews.[4][5]

Public

In addition to teaching and conducting research, Voermans also actively participates in Dutch public debates on constitutional and political issues. He supports transparency and openness of administration, and better information provision in democratic public decision-making processes.[6][7] He also advocates a more scholarly, scientific orientation of academic legal teaching.[8]

Athletics

Voermans is a committed and competitive long-distance runner. He won a silver medal at the Dutch Championships M40 marathon on October 28, 2001 in 2h 37 min (Marathon Etten-Leur), became best Dutchman M40 on April 21, 2002 Fortis Marathon Rotterdam in a time of 2h 35 min (#61 overall) and Dutch champion M55 NK marathon TCS Amsterdam marathon on October 16, 2016 in a time of 2h 59 min. He won 1st place Van Dam tot Dam loop 10 EM on 17 September 2017 in 1h and 36 seconds and bronze during the Dutch Championship marathon M55 on 15 October 2017 TCS marathon Amsterdam in a time of 2h 56 min.
