Wu Haitao (Chinese: 吴海涛; born June 1967) is a Chinese politician who is currently a member of the Standing Committee of the Chinese Communist Party (CCP) Hubei Provincial Committee and head of the United Front Work Department of the CCP Hubei Provincial Committee. He previously served as secretary of the CCP Xiangyang Municipal Committee, secretary of the CCP Xiaogan Municipal Committee, mayor of Xiaogan, and vice governor of Hubei.[1][2]
Biography
Wu was born in June 1967 in Yingshan County, Hubei Province. He joined the Chinese Communist Party in January 1991 and began working in July 1986. He studied at Xishui Normal School before beginning his career as a teacher at Huanggang Experimental School. He subsequently studied secretarial administration at Hubei University, completing undergraduate studies in 1995.[3]
In August 1986, Wu joined the Organization Department of the Huanggang Prefectural Committee of the CCP. During his early career, he was assigned to work at Caohe Town in Qichun County and held a number of positions within the Organization Department. He later became director of the Cadre Education Division of the Huanggang Municipal Committee's Organization Department and subsequently served as an assistant researcher.[4]
In February 2003, Wu became a member of the Standing Committee of the CCP Huangmei County Committee and head of its Organization Department. He later served as deputy secretary of the county committee and secretary of the county discipline inspection commission. In April 2006, he became acting county magistrate of Huangmei and was appointed county magistrate later that year. In September 2006, he became secretary of the CCP Huangmei County Committee, a position he held concurrently with chairman of the county People's Congress Standing Committee from January 2007.[5]
In August 2010, Wu was appointed secretary of the CCP Hong'an County Committee and chairman of the county People's Congress Standing Committee. In August 2012, he became a member of the Standing Committee of the CCP Ezhou Municipal Committee and head of its Organization Department. He subsequently concurrently served as head of the United Front Work Department and president of the Ezhou Municipal Party School. From December 2012 to September 2013, he also served as deputy secretary of the Ezhou Municipal Committee of the Chinese People's Political Consultative Conference's party leadership group.[6]
In June 2015, Wu became a member of the Standing Committee of the CCP Yichang Municipal Committee and head of its Organization Department. He subsequently served as president of the Yichang Municipal Party School. In September 2016, he was appointed deputy secretary of the CCP Yichang Municipal Committee, while retaining his position as head of the Organization Department.[7] From November 2016 to May 2017, he served as deputy secretary of the Yichang Municipal Committee and secretary of its Political and Legal Affairs Commission. In May 2017, Wu became deputy secretary of the CCP Xiaogan Municipal Committee and mayor of Xiaogan. In October 2020, he was appointed secretary of the CCP Xiaogan Municipal Committee while continuing to serve as mayor until January 2021. He served as secretary of the municipal committee until January 2023.[4]
In January 2023, Wu was appointed vice governor of Hubei and a member of the party leadership group of the Hubei Provincial People's Government, while retaining his position as secretary of the CCP Xiaogan Municipal Committee for a short period. He relinquished his municipal party position in February 2023.[8] In November 2023, Wu was appointed a member of the Standing Committee of the CCP Hubei Provincial Committee and secretary-general of the committee. From December 2023 to January 2025, he served as secretary-general of the Hubei Provincial Committee, while also serving as director of the Office of the Hubei Provincial Committee for National Security and secretary of the Hubei Provincial Committee Work Committee for Organs Directly under the Committee.[9][10]
In January 2025, Wu became secretary of the CCP Xiangyang Municipal Committee and concurrently served as first secretary of the Party Committee of the Xiangyang Military Subdistrict.[11] He held these positions until August 2026.[12] In August 2026, Wu was appointed head of the United Front Work Department of the CCP Hubei Provincial Committee while retaining his position as a member of the Standing Committee of the provincial committee.[13]
Wu was a delegate to the 20th National Congress of the Chinese Communist Party and the 13th National People's Congress. He also served as a member of the 11th and 12th CCP Hubei Provincial Committees and as a deputy to the 13th and 14th People's Congresses of Hubei Province.[14]
