Yevgen Volodymyrovych Korniychuk (Ukrainian: Євге́н Володи́мирович Корнійчу́к; (born 18 October 1966, Vinnytsya) is a Ukrainian politician & diplomat. He was a People’s Deputy of Ukraine (from May 2006 to June 2007, from November to 2007 to December 2008). Currently he is an Extraordinary and Plenipotentiary Ambassador of Ukraine in the State of Israel. Former member and leader of Social Democratic Party of Ukraine (from November 2006 to December 2011). First Deputy of the Minister of Justice of Ukraine (20072010)[1][2]

Early life and education[edit]

In 1987 graduated from Minsk Higher Military-Political Combined Arms School and in 1996 he graduated from Kyiv State University named after Taras Shevchenko (School of Law), with qualification of a lawyer. In 1998 he also graduated from Southern Methodist University, School of Law, Dallas, Texas, USA (LL.M, 1998).

Career[edit]

  • 1987–1992 — served in the Soviet Army
  • 1992–1993 — worked as senior consultant at the Ministry of Justice of Ukraine
  • Starting from 1993 he was employed by the Ministry of Foreign affairs of Ukraine
  • In 1993–1998 he was a Vice-consul of the Consulate General of Ukraine in New-York
  • In 1997–1998 he worked as a secretary to the federal judge of United States District Court for the Northern District of Texas, USA.
  • 1998–2000 — Counsellor in the division of USA and Canada, Forth territorial department of the MFA of Ukraine, specialization: cooperation with USA and Canada;

Head of the Division of international treaties of the Legal-Treaty department of the MFA of Ukraine.

Starting from 2000 he was a Lecturer of the Diplomatic Academy of Ukraine at the MFA of Ukraine and also a Senior Partner at "Magister & Partners" Attorneys-at Law.

Yevgen was elected a deputy of Kyiv City Council in April 2006. And he was the Head of Kyiv city of Social Democratic party of Ukraine (from March 2005 to November 2006).

Parliamentary activity[edit]

People's Deputy of Ukraine of the 5th convocation from May 25, 2006 to June 15, 2007, The Yulia Tymoshenko Bloc, No. 113 on the list. At the time of the elections: a senior lecturer at the Diplomatic Academy under the Ministry of Foreign Affairs of Ukraine, a member of the USDP. Member of the Yulia Tymoshenko Bloc faction (since May 2006). First Deputy Chairman of the Committee on Legal Policy (since July 2006). On June 15, 2007, he prematurely terminated his powers during the mass drafting of mandates by opposition deputies in order to hold extraordinary elections to the Verkhovna Rada.

At the time of the elections: a senior lecturer at the Diplomatic Academy under the Ministry of Foreign Affairs of Ukraine, a member of the USDP. Member of the "the Yulia Tymoshenko Block" faction, deputy chairman (since November 2007). Member of the Committee on Justice (since December 2007). Ambasador[edit]

On September 10, 2020, the President of Ukraine, Volodymyr Zelenskyy, by his decree No. 385/2020, appointed Yevhen Korniychuk as Ambassador Extraordinary and Plenipotentiary to the State of Israel.[lower-alpha 2]

Ambassador of Israel to Ukraine Yoel Lyon highly praised the appointment of Yevhen Korniychuk as ambassador of Ukraine to Israel and noted that he is confident that he will represent Ukraine's interests well in Israel.[lower-alpha 3]

On November 16, Yevhen Korniychuk assumed the duties of the ambassador, handing over copies of the Credentials to the head of state protocol of the Israeli MFA, Gil Haskel.[lower-alpha 4]

Political persecution[edit]

On December 22, 2010 року General Prosecutor’s office of Ukraine conducted a search in the SDPU's central office. The head of the party, Yevhen Korniychuk, was taken into custody in connection with accusations of corruption during his work as the first deputy Minister of Justice of Ukraine.[lower-alpha 5]

On February 15, 2011, the General Prosecutor’s investigator changed the preventive measure: instead of arrest, Korniychuk was ordered not to leave the country.

In March 2011, the European Court of Human Rights accepted Korniychuk's complaint about the illegality of his detention and arrest.[lower-alpha 6]

On May 11, 2016, the Supreme Specialized Court of Ukraine delivered an acquittal in the case of the former First Deputy Minister of Justice of Ukraine Yevhen Korniychuk. The panel of judges of the Supreme Court of Ukraine rejected the cassation appeal against the verdict of the Pechersk District Court.[lower-alpha 7]

In January 2018, the European Court of Human Rights in the case "Korniychuk v. Ukraine (no. 10042/11)" sided with Yevgen Korniychuk, recognizing his arrest in December 2010 as illegal, as it was carried out without a court warrant. The ECtHR also obliged the state of Ukraine to pay Korniychuk EUR 6.5 thousand in non-pecuniary damage.[lower-alpha 8]
