16 Puppies Killing Case

16 Puppies Killing Case was an instance of animal cruelty in which 16 puppies were brutally beaten to death by two nursing students of Nil Ratan Sircar Medical College and Hospital, Kolkata, on 13 January 2019 (Sunday). The deceased puppies' bodies were found inside the hospital's plastic bags.
After investigations, two accused nursing students were arrested on Tuesday, 15 January 2019. However, the next day, they were granted bail by the court.
Case Details
On Sunday, 13 January 2019, several dead puppies and an injured mother dog were found inside three disposable bags near the nurses' hostel in the NRS Hospital premises, where the gynaecology department's waste is disposed. [1] The injured dog was taken to a nearby veterinary hospital.[2][3] Following this incident, people are demanding justice for the savage killings of the 16 puppies, so that the perpetrators, Moutusi Mondal and Soma Barman, should be punished and serve jail time for their crimes.[4]
A 28-second video clip, recorded from the second floor of a building, shows nursing students from NRS hospital, Moutusi Mondal and Soma Barman, beating a puppy with metal rods.[5][6][7][4]
Several animal rights activists staged demonstrations outside the nearest police station in Entally, demanding the immediate arrest of the perpetrators, the next day.[5][8]
Investigation
Initially, it was believed that all the puppies were poisoned. However, post-mortem reports confirmed that Moutusi Mondal and Soma Barman violently bashed the puppies' skulls and bodies until they died. Of the 16 puppies, twelve suffered severe brain haemorrhage, and four had ruptured stomachs and livers.[5]
Following checks of various CCTV footage and staff questioning, on Tuesday, two nursing students, Moutusi Mondal and Soma Barman, were arrested. They initially resisted, but eventually confessed due to overwhelming video evidence of them bludgeoning the puppies to death.[7] The killings were meticulously planned. Moutusi Mondal and Soma Barman lured the puppies and mother dogs from various parts of the hostel premises to the backyard using biscuits. All exits of the backyard were then closed, preventing escape, while Moutusi Mondal and Soma Barman proceeded to bash their skulls and rupture their livers with savage violence that lasted over an hour.[9][1]
Moutusi Mondal and Soma Barman were charged with multiple offenses, including IPC section 429 (killing or maiming animals), IPC section 201 (causing disappearance of evidence), and Section 11(1)(L) of the Prevention of Cruelty to Animals Act, 1960 (mutilating or killing any animal in a cruel manner). IPC section 201 is a non-bailable offense. However, the judge, acting contrary to the law, granted them bail. This action violated the law.[5]
NRS Medical College also initiated an inquiry.[4]
The perpetrators, Moutusi Mondal and Soma Barman, were granted bail on Wednesday, 16 January 2019.[10][11]
The following day, after the accused were released on bail, Women and Child Development Minister and animal rights activist Maneka Gandhi contacted the Deputy Superintendent of NRS Medical College and Hospital, requesting the suspension of the two nursing students who killed the 16 puppies.[10]
Maneka Gandhi subsequently announced on television that, on the same day the accused were released, they orchestrated a pre-meditated attack on witnesses. They assembled groups to harass and threaten the lives of witnesses until they withdrew their statements. Even the person who filmed the viral video, showing Moutusi Mondal and Soma Barman murdering a screaming and crying puppy, recanted his statement.[12]
Witnesses claim that NRS hospital has removed all its CCTV cameras and is trying to conceal evidence and obstruct the investigation.
Those investigating the case were shocked to learn the possible motives behind the puppy killings. One reason was that the puppies would seek comfort near their feet. Other reasons cited were the puppies using some of their clothes drying outside as bedding during winter, and cases of dog bites involving hostel students. However, complainants were unable to provide evidence of any alleged dog bite victims.[13]
Moutusi Mondal and Soma Barman were suspended for 60 days by the West Bengal government.[14]
