Script error: No such module "AfC submission catcheck". The 2003 Surrey Heath Borough Council election for the Surrey Heath Borough council was held on 1 May 2003. The whole council was up for election under new ward boundaries increasing the number of councillors from 36 to 40. The Conservative party kept overall control of the council.[1]
