On 1 March 2021 two people were stabbed to death after a hostage-taking incident in an apartment building in Onești, Bacău County, Romania.[2][3][4] The police were notified that a man had detained, against their will, in a building in the locality, two men, who were carrying out repair works on a building that belonged to the person in question in the past.[5]

Police officers, including a negotiator from the Bacău County Police Inspectorate, went to the scene to take legal action.

The two men were detained at home this afternoon, and the police report was made by the man who kidnapped them, explained Gabriela Ciobanu, spokesperson of IPJ Bacău. He allegedly called the police and announced that he had seized the two workers, claiming that he had some grievances related to the building in question, which he had in the past.

The aggressor entered the house over the workers and, under the threat of stabbing them if they did not do exactly what he told them, he tied them with his hands behind his back using cable ties. The area was immediately littered with police, gendarmes and firefighters, and a negotiator tried to persuade the 65-year-old man to give up threats and release the two workers he had taken hostage. In fact, throughout the negotiations, the aggressor kept the workers to his right and left, on the balcony of the building, located on the 3rd floor of the block, in front of the dozens of people who watched in horror at the entire scene. Unfortunately, the law enforcement action failed. Suddenly the aggressor ignored nothing and began to stab the two workers one by one, repeatedly.

Law enforcement acted quickly, they entered the house in question where no less than 5 gunshots were heard.[6]

Perpetrator[edit]

Gheorghe Moroșan (born November 13, 1955) is a former locomotive mechanic and later a truck driver, but in the meantime he retired. He currently lived with his wife and mother-in-law in the village of Bogdănești, Bacău.[7] In 1987, Gheorghe Moroșan was sentenced to 3 years and 6 months in prison for aggravated theft. In 1991, he was sentenced, also for aggravated theft, to 1 year and 6 months in prison. A few years later, in 2003, the individual was sentenced to 6 months in prison for serious bodily injury. In 2010, in Italy, Gheorghe Moroșan received a sentence of 28 days in prison for driving under the influence of alcohol or narcotics. At this moment, the criminal is hospitalized in a stable condition as a result of the gunshot wounds suffered during the police intervention.[8]

Manifesto[edit]

In 2018, Gheorghe Moroșan published on Facebook a video recording, in which he announces that he will take revenge for the loss of the apartment, if some of his wishes are not satisfied. He accused the bailiff of allegedly evacuating him with the gendarmes without showing a document giving him this right. One of the gendarmes allegedly put the gun to his daughter's head to rush her out of the house. At the time of the evacuation, Moroșan had gone abroad, and when he returned to the country, he failed to recover anything from the apartment. He made a formal attempt, but the executor allegedly claimed that the seal on the apartment had been destroyed. He made several criminal complaints, but would never have been called and asked. He also complained to the police in Onești, also without result.

"My family was threatened with a firearm. If the situation is not clarified, I will do justice with a firearm! Don't be kidding, I'm not kidding! ”, Moroșan threatened.[9]

Victims[edit]

Silviu Iştoan (age 38), and Dan Pătatu (age 55), are the two victims of the criminal. The two electricians died on Monday, after being tortured and stabbed by the former owner of the house where they were checking an electric installation.[10]

Aftermath[edit]

Interior Minister Lucian Bode announced that the heads of IPJ Bacău and the Onești Police were replaced, as a result of the "defective" way in which the two institutions behaved in the case of the double crime in Onești. The Minister of Interior specified, referring to IPJ Bacău, that "the deputy of the unit traveled late to the scene, minimizing the importance of the event". Regarding the Onești Police, "the author's past was ignored, in terms of behavior in society", and communication with the aggressor was defective, Minister Lucian Bode explained in a press statement held at the MIA headquarters on Wednesday evening. Bode offered condolences to the families of the victims.[11]
