440 Elizabeth Avenue, formerly Carmel Towers, is near Weequahic Park in the Weequahic section of Newark, New Jersey, situated between U.S. Route 22 and Interstate 78. The residential tower and its parking structure opened 1970. The apartment building is 313 feet (95 m) tall and has 25 stories.[1][2] The building was vacated in 2011; as of 2019 there were plans to renovate it and rename it Essex Lake House. It is one of several buildings built during the era along the Elizabeth Avenue Corridor.[3][4][5][6][7]
Carmel Towers[edit]
The building was originally built as market rate rentals. Later, Carmel Towers provided affordable housing for individuals and families with low income; rent was based on 30% of Adjusted Gross Income. The rent was subsidized by United States Department of Housing and Urban Development for those who qualified under a program known as Section 8.[8] Conditions in the building had deteriorated and became a place of drug-dealing and violence.[9] In 2011, the building was vacated due to failed inspections.[10][11]
Essex Lake House[edit]
The buildings were sold in 2015.[12] They are slated for redevelopment and gut rehabilitaion of its 216 apartments.[13][14] Zion Towers, at 515 Elizabeth is another residential tower (built atop a parking structure) opened in 1972.[15] The apartment building is 313 feet (95 m) tall and has 29 stories with 268 apartments.[16][17] It also provide affordable housing.[18] The building was sold for $28 million in 2018 with plan to upgrade it.[19]
