According to the Daily Times- Mufti Abdul Rauf has taken upon himself the task of spearheading the reorganization of the militant body after Maulana Azhar went underground following two suicide attacks on President General Pervez Musharraf. On 25 December 2003, two suicide bombers tried to assassinate Musharraf, but their car bombs failed to kill him; 16 others died instead. Musharraf escaped with only a cracked windshield on his car.
