Alfredo Enrique Morles Hernández (Valera, Trujillo State, April 24, 1927 - Caracas, May 26, 2021)[1][2] was a prominent Venezuelan jurist specialist in Commercial Law, Capital Markets and Banking Law. He authored various important texts on commercial law commonly used in Venezuelan universities.[3]
Biography[edit]
He was born in Valera, Trujillo State on April 24, 1927. He attended elementary school in the Escuque Municipality, specifically the Escuela Federal Eduardo Blanco and in Mérida with the Jesuits at the Colegio San José. He attended high school with the Salesians in Valera at Colegio Santo Tomás de Aquino, in San Felipe at Liceo Lisandro Alvarado and in Caracas at Liceo Andrés Bello. He obtained a doctoral degree in Political and Social Sciences at the Universidad Central de Venezuela in 1951 and a master's degree in Comparative Law at the Southern Methodist University, in Dallas, Texas; in 1959. In 1959 and 1960, he took additional courses in Economics at the Institut des Sciences Politiques of the University of Paris.[4]
Since 1972, he has been a Professor of Commercial Law at the Universidad Católica Andrés Bello, where he was Dean of the School of Law from 1975 to 1980. During this time, Alfredo founded the Center for Legal Research in 1976. During the peak of his academic career, he wrote the four-volume "Curso de Derecho Mercantil", which is used in various Venezuelan university law programs.[2] His work was so influential that it led to a series of tribute books ("Libro Homenaje al Profesor Alfredo Morles Hernández") being released in his honor.[5] He also worked as a postgraduate professor at the Universidad Central de Venezuela, where he was professor-founder of the chair "Régimen Legal del Mercado de Capitales" (Legal Regime of the Capital Market). In 1971 he was visiting professor at the University of Miami, Florida, U.S.A.[1]
During his career as a practicing attorney, he held various roles. He was a member of the Caracas Bar Association and a former Judge (2000) of the Political-Administrative Chamber of the Supreme Court of Justice (Venezuela).[6] In 1989 Alfredo Morles Hernández was elected Member of the Academy of Political and Social Sciences, where he held the Chair #33 and the Presidency for the period 2005 - 2007. Alfredo was a member and Chairman of the Commission for the Reform of the Commercial Code. He co-authored the Draft Bill of the General Law of Securities, which was presented to the Congress of the Republic by the Minister of Justice on behalf of the National Executive (1984). He also co-authored the Preliminary Draft of the General Law of Mercantile Corporations (submitted to the Minister of Justice in 1988) and the Preliminary Draft of the Decree Law of the Public Registry and Notary Public of November 13, 2001.
He was Minister Counselor of the Venezuelan Embassy in Great Britain and Northern Ireland (1972) and member of the Venezuelan Delegation to the Third United Nations Conference on the Law of the Sea (1974).[7]
He was Chairman of the Caracas Stock Exchange from 1980 to 1987, [8] and Permanent Counselor from 1987 until his death in 2021.
