Alim Bayel

Alim Bayel is a Kazakh diplomat currently serving as the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Azerbaijan since April 2023.[1]

Early Life and Education

Alim Bayel was born in 1984 in Taraz, Kazakhstan. He earned a degree in Business Administration from the Middle East Technical University in Ankara, Turkey. He later completed a degree in Public Administration at the George Washington University in Washington, D.C. He is a graduate of Bolashak program.

In 2019, Bayel was selected a member of the Presidential Youth Personnel Reserve of the Republic of Kazakhstan. In addition to his native Kazakh, he is fluent in English, Russian, Turkish, and Azerbaijani. He also speaks Arabic. Bayel is an expert on Turkic countries and the Islamic world. Over the years, he has repeatedly served as an interpreter at meetings between the President of Kazakhstan, K. Tokayev, and the President of Turkey, R. Erdoğan.

  • 2012–2014 – Expert at the Cooperation Council of Turkic Speaking States (Turkic Council)[2]
  • 2014–2015 – Director of the Center for International Relations at the Turkic Academy
  • 2016 – Head of the International Cooperation Division of the Ministry of Civil Service Affairs of the Republic of Kazakhstan
  • 2016–2018 – Head of International Cooperation Division and later Head of Strategic Development Division at the Agency for Civil Service Affairs and Anti-Corruption of the Republic of Kazakhstan
  • 2018–2020 – First Secretary for Political Affairs at the Embassy of Kazakhstan in Turkey
  • 2020–2023 – Consul General of Kazakhstan in Istanbul[3]
    • April 2023 – present – Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Azerbaijan[4]
