Andrew Rowland is a Paediatrician based in Greater Manchester, UK specialising in Paediatric Emergency Medicine.

Early life[edit]

Rowland is originally from County Durham, UK.[1][2] He moved to Nottingham to study medicine at the University of Nottingham in 1995 and, after graduating, moved to Manchester to work as a doctor in the North West of England.[3][4][5]

Professional Associations[edit]

Rowland holds Fellowships of the Royal College of Paediatrics and Child Health, the Royal College of Emergency Medicine, and the Royal Society of Arts. He is also a member of the Academy of Medical Educators, United Kingdom and the Faculty of Medical Leadership and Management.[6]

In 2014 Rowland was awarded a prestigious Fellowship by the Winston Churchill Memorial Trust[7][8] which allowed him to travel internationally to four states in the United States, and to Singapore, Malaysia, Cambodia and Hong Kong after which he produced his Fellowship Report, Living on a Railway Line[9] – a major report to improve the safeguarding of vulnerable children in the UK and beyond. In March 2015, following the release of Living on a Railway Line, Rowland attended a Reception at Buckingham Palace to mark the 50th anniversary of the Winston Churchill Memorial Trust.[10]

Career[edit]

In 2014 Rowland was awarded an honorary professorship[11][12] at the University of Salford for his work on child advocacy and safeguarding vulnerable children is held locally, nationally and internationally. Rowland is a strong advocate for children and young people, promoting and encouraging their involvement in the co-design of health and social care services.[13]

In 2014 Rowland's Fellowship[14][15] from the Winston Churchill Memorial Trust enabled him to investigate the impact of mandatory reporting of child abuse,[16] the work of children's advocacy centres and strategies used to identify children at risk of child sexual exploitation and trafficking. Following the launch of his Fellowship report, Rowland et al. published an academic paper setting out the scientific and legal arguments for equal protection of children and young people; effectively the academic arguments supporting prohibition of physical punishment of children.[17]

From 2016 to 2017 Rowland led a project working with children, young people and professionals to design a new learning and engagement model aimed at giving information to professionals[18] about how to have difficult conversations with children, young people and young adults about relationships, sexuality, home life, domestic abuse, alcohol and drugs and how to spot signs of risk of child sexual exploitation.[19]

In 2017 Rowland was one of the doctors who took part in the emergency medical response to the Manchester Arena Bombing.[20]

In 2017 Rowland was awarded the Association Medal[21] by the British Medical Association (BMA) in recognition of his distinguished service to the association and his contribution to medicine. Rowland's detailed knowledge on the subject of child protection, his active role in the BMA on safeguarding vulnerable children policy and his achievements in medicine were testified to by the conferring upon him of the Association Medal.[22]

British Medical Association[edit]

Rowland is the Deputy Chairman of the British Medical Association (BMA) International Committee.[23] He has previously served as Deputy Chairman[24] and vice-chairman[25][26] of the Junior Doctors Committee of the British Medical Association, and as a member of BMA Council.

European Union of Medical Specialists[edit]

In 2014 Rowland was appointed as the Head of the UK delegation to the European Union of Medical Specialists / Union Européenne des Médecins Specialistes and in April 2017 he gave a speech in Tel Aviv about the importance of safeguarding the health of patients across Europe.[27][28]

In July 2017 Rowland gave a speech in Madrid about the principle of medical neutrality during times of conflict and the importance of protecting fundamental human rights during the Brexit negotiations.[29][30] His July 2017 speech was reported about in Greece,[31] the Czech Republic,[32] Spain[33] and Hungary.[34]

In October 2017 Rowland gave a speech in Brussels in which he outlined the importance of considering and agreeing how the United Kingdom can continue to support the developments within the European Union of Medical Specialists both during and after the Brexit negotiations. In his speech Rowland argued that doctors are part of a scientific community within a complex European health and social care system and within communities and the societies in which those communities are placed. he expressed the view that doctors have a moral and ethical duty – for the benefit of humankind – to work collaboratively with their colleagues to do everything possible to act as advocates for their patients to ensure their health and wellbeing is promoted and protected.[35]
