Andrey Chernogorov
Andrey Chenogorov (born December 3, 1985, Moscow) is a Russian IT entrepreneur, CEO of Russian software company Cognitive Technologies. Chairman of the "Purchasing Directors Association" Board. Executive Secretary of the State Duma Commission on the regulatory - legal support for the development of high technologies of strategic information systems.[1] Member of the Chartered Institute of Purchasing and Supply (CIPS).
Biography[edit]
- 2004 he completed the “Managerial Accounting and Financial Control” course at the London School of Economics (LSE).
- 2007 he graduated from the "Finance and Credit" faculty at State University "Higher School of Economics"
- 2006 - 2009 - CEO at SETonline ETP[2]

- 2012 - 2015 - CEO at ETP AB "Gazprombank"[4]

Over the past 7 years, Andrey remains a distinguished expert in the IT field as well as the field of public procurement legislation and manages key integration projects of procurement automation systems and electronic trading platforms for large government and commercial enterprises in Russia.[6]
Within the legislative work in the position of the executive secretary of the Commission of the State Duma of the Russian Federation on the development of strategic information systems Andrey is actively involved in issues of self-driving vehicle – related legislative acts development and adoption.[7][8]
Andrey is one of the authors of a number of sectoral conceptual documents aimed at the improvement of the efficiency in the procurement of state companies and companies with state participation, reduction of corruption in all business processes within procurement activities. At the initiative of Andrey in 2015 in Russia, the "Procurement Directors Association" professional and authoritative association of e-procurement market participants was founded, where he holds the position of the Head of the board. The total turnover of the members of the Association exceeds 3 trillion rubles, which is more than 2.7% of Russia's GDP.
Self-driving vehicle projects[edit]
Andrey is one of the top managers, involved in the implementation of the Cognitive Technologies’ technological basis in the all-Russian self-driving vehicle development project managed together with PJSC “KAMAZ” truck manufacturer. Besides, he heads Cognitive Technologies’ own project aimed at the development of C-Pilot autonomous driving system.[9][10][11][12] [13][14]
International activity[edit]
A. Chernogorov is involved in the global self-driving vehicle development. He is the initiator of the foundation of an international working group to develop a single software standard for self-driving vehicle control within the OpenPower the international Foundation.[15][16][17][18]
