Anton Chubenko is a Ukrainian legal scholar, Doctor of Law, Professor, advocate, and National Expert on Countering Illicit Trafficking of Cultural Property. He specializes in financial law, Anti-Money Laundering (AML), Asset Recovery, and the protection of national cultural heritage during armed conflicts.[1]

Education and Academic Career

Chubenko holds a Doctor of Law degree and the academic title of Professor. He is a recognized expert in financial law and the author of comprehensive university courses on the subject. His academic portfolio includes over 100 scientific publications indexed in Google Scholar, focusing on financial monitoring, legal engineering, and the tracing of illicit assets. He actively publishes his analytical research on platforms such as SSRN, Zenodo, Academia.edu, and the Ukrainian analytical portal LIGA.net.

Professional Career and International Cooperation

Chubenko's professional background is deeply rooted in financial intelligence and asset management. He gained significant expertise in tracing and managing illicit financial flows through his work in the system of the State Financial Monitoring Service of Ukraine (Academy of Financial Monitoring) and the Asset Recovery and Management Agency (ARMA).

A key aspect of his work is strategic collaboration with major European and international institutions. Notably, during the 5th round of Ukraine's evaluation by the Council of Europe's MONEYVAL Committee, the activities of the educational institution led by Chubenko received positive recognition from international experts. Furthermore, he has served as an expert for the Organization for Security and Co-operation in Europe (OSCE).

Currently, he practices as an independent advocate and national expert. In the context of the Russian invasion of Ukraine, Anton Chubenko has become a leading architect of a new national policy for tracing and recovering stolen cultural property. Moving away from traditional, centralized approaches, he developed a network-centric model for cultural and financial intelligence.

His strategic initiatives include:

  • Decentralized OSINT Network: Designing a multi-level analytical architecture that integrates open-source intelligence (OSINT) with global AML databases (such as Orbis) to identify the ultimate beneficial owners (UBOs) of stolen Ukrainian artifacts on the international art market.
  • Veterans' Rehabilitation and Training: Co-organizing training programs to prepare war veterans as OSINT and AML analysts for tracing cultural assets, utilizing the academic bases of the Lviv branch of the Academy of Financial Monitoring and Poltava Polytechnic.
  • Military Standard Operating Procedures (SOPs): Leading the development of methodological recommendations for the Armed Forces of Ukraine (AFU), National Guard, and National Police regarding the primary identification and preservation of cultural heritage in combat zones and de-occupied territories, supported by the National Academy of Internal Affairs and the National Academy of the National Guard of Ukraine.
