Arno Tausch (born February 11, 1951, in Salzburg, Austria) is an Austrian political scientist.[1][2] His research program is focused on world systems theory,[3] globalization, development studies[4] and dependency theory,[5] European studies in the framework of core-periphery relationships,[3] and quantitative Peace and conflict studies.[6]

Academic career[edit]

Tausch received his Ph.D. in political science from Salzburg University in 1976, with the thesis Die Grenzen der Wachstumstheorie (The Limits of Growth Theory).[1] His habilitation at the Department of Political Science at Innsbruck University was concluded in 1988; the chairperson of his habilitation commission was Professor Anton Pelinka. External reviewers included an external opinion submitted by Karl Wolfgang Deutsch of Harvard University.[7]

Since then Tausch has been adjunct professor (‘Universitätsdozent’) of Political Science at Innsbruck University.[1][8] In May 2022, he became visiting professor of Political Studies and Governance at the University of the Free State in Bloemfontein, South Africa.[9] He was also an associate visiting professor of economics at Corvinus University Budapest.[10] Tausch is a regular contributor to the Jerusalem Center for Public Affairs in Israel.[2] Tausch is a member of the international advisory board of Innovation: The European Journal of Social Science Research.[11]

Career in public service[edit]

Tausch joined the Austrian Civil Service in 1992[10], serving on the staff of the Ministry of Social Affairs, Health, Care and Consumer Protection of Austria. He was stationed as Attache, later Counsellor for Labour and Migration at the Austrian Embassy in Warsaw.[12] In 1999,[10] he joined the staff in the central Austrian offices of the Ministry of Social Affairs, Health, Care and Consumer Protection in Vienna[13], serving until his retirement in 2016 at age 65.[10]

Publications[edit]

Tausch had authored 28 books in English, French, and German, and more than 80 peer-reviewed articles in scholarly journals.[14][15] He also has written articles for Die Presse,[16] Der Standard,[17] Die Furche,[18] and Wiener Zeitung.[19]

Scholarly work[edit]

Beginning with his doctoral thesis at Salzburg University on "The limits to growth theory"[1][20] a major focus of Tausch's work has been the empirical analysis of dependency, income inequality, and social development around the world including country studies for Brazil and Yugoslavia. Tausch's research started with a rethinking of dependency theory in the framework of quantitative data and statistical analysis and work on poverty in the leading industrialized countries.[21] His habilitation thesis focused on multiple regression models of global development, based on data from the World Bank and Volker Bornschier as well as the World Handbook of Political and Social Indicators III, and tests the relevance of socio-liberal approaches to world development, already inherent in the writings of classical social democratic development theories in Europe in the 1930s with multiple regression and canonical correlation models.[22][23][24] This approach was continued and expanded in Socio-Liberal Theory of World Development (1993).[25]

Other work dealt with Russia and the global Kondratieff cycle,[26][27] the effects of the arms trade on social development, especially for the countries of Eastern Europe and the former USSR.[28][29] In the 1990s, Tausch analyzed migration processes and the transformation of post-communist countries.[30][31]

Tausch's work also includes studies on social indicators of development,[32] Kondratieff cycles,[33][34][35] contradictions of the European Union development model,[36] Global Keynesianism and comparative price levels,[37] social expenditures [38] and developments in the Middle East.[39]

In the 1990s, Gernot Köhler and Tausch developed a method for quantifying "unequal exchange", determining a distortion factor between market exchange rates (MER) and purchasing power parity (PPP) and using that as a proxy for valuation.[40][41] In the context of world system theory, such concepts are relevant to the framework of the commodity chain.[42] Turkish economist Turan Subasat has criticized this approach by saying that international prices are formed in a complex manner and lower international prices for low income countries cannot simply be considered as evidence for unequal exchange.[43]

In a review for Al Jazeera of Hussein Solomon and Tausch's book Arab MENA Countries: Vulnerabilities and Constraints Against Democracy on the Eve of the Global COVID-19 Crisis (2020)[4] Idris Kassem criticized the authors for perpetuating stereotypical representations associated with Arab countries.[44]
