Askar Sinchev
Askar Sinchev is a Kazakhstani specialist in digital governance and researcher in theoretical computer science. He is an alumnus of the International Visitor Leadership Program (IVLP) 2025, where he represented Kazakhstan in the field of artificial intelligence.[1] In 2024, he was listed as second place in the category “Best Innovator – Public Sector” by the Global Innovation Management Institute (GIMI).[2]
Career
Sinchev has worked on nationwide digital transformation projects in Kazakhstan. One of these is Smart Data Ukimet, a decision-support platform that integrates more than 100 government databases for public service delivery. The project was recognized at the Future of Government Awards 2023, organized with the support of UNDP and the AWS Institute.[3]
He has been invited as a lecturer for the GovStack program, an international initiative on digital public infrastructure,[4] and serves on the Ethics and Regulation Board of the Global Alliance on AI for Industry Center of Excellence.[5]
Research
Together with his father, Bakhtgerey Sinchev, he has worked on approaches to NP-complete problems, related to the P vs NP Millennium Prize Problem. His research has been published in journals and conference proceedings,[6][7][8] and supported by patents.[9][10] In 2025, his project received funding from the Science Committee of the Ministry of Science and Higher Education of Kazakhstan (Grant No. AP26101119).
