Australian Naval Infrastructure Pty Ltd – ANI – is a wholly owned Commonwealth company and a prescribed Government Business Enterprise. Established in 2017, ANI owns, develops, and manages infrastructure and related facilities at the Osborne Naval Shipyard in support of the Australian Government’s continuous naval shipbuilding program.[1][2][3]
History
ANI was created in 2017 and prescribed as a Government Business Enterprise on 1 July 2017. The company’s joint shareholder ministers are the Minister for Finance and the Minister for Defence. The Directory lists the company’s creation date as 26 March 2017 and location in Osborne, South Australia.[1][3]
Role and functions
ANI’s primary objective is to support the Commonwealth’s continuous naval shipbuilding program by acquiring, holding, managing, and developing infrastructure and related facilities. This includes ownership and development of ship and submarine building infrastructure at Osborne and delivery of major capital works to expand capability.[3][4]
Governance
ANI is an unlisted proprietary company limited by shares under the Corporations Act 2001 and a Commonwealth company for the purposes of the Public Governance, Performance and Accountability Act 2013. All shares are owned by the Commonwealth. The Board is appointed by the shareholder ministers. Ron Finlay was appointed chair in December 2024. Andrew Seaton serves as managing director and chief executive officer.[2][1][5][4]
Relationship to wider shipbuilding enterprise
ANI works with the Department of Defence’s Naval Shipbuilding and Sustainment Group and industry partners at Osborne, alongside entities such as ASC Pty Ltd. Government planning documents describe investments to grow national shipbuilding infrastructure and workforce capability.[6][7]
