Ayushman Bharat Pradhan Mantri Jan Arogya Yojna, or its abbreviation PM-JAY, is a flagship health scheme of the Government of India. It was launched on 23rd September, 2018 by the Prime Minister of India Shri Narendra Modi in Ranchi, Jharkhand with a vision to achieve universal health coverage for the underprivileged sections of the Indian population. [1] In scope, PM-JAY is the world’s largest state sponsored healthcare scheme which covers a population the size of US, Canada and Mexico combined. Figures show that out of pocket health expenses push nearly 6 crore Indians into poverty each year. [2] This cashless and paperless scheme envisions to provide prevention, promotion and ambulatory healthcare at primary, secondary and tertiary level to the bottom most 40% vulnerable population of India which comes to a whooping 10.74 cr families or approximately 50 cr beneficiaries.

The Ayushman Bharat PM-JAY scheme comprises of two inter-related components, which are -

  • Health and Wellness Centres (HWCs)
  • Pradhan Mantri Jan Arogya Yojana (PM-JAY)

Health and Wellness Centres (HWCs)[edit]

To fortify the scheme at the ground level, the Government of India announced the creation of 1,50,000 Health and Wellness Centres (HWCs) [3] in February, 2018 by transforming the existing Sub Centres and Primary Health Centres. These centres have been entrusted with the responsibility of providing Comprehensive Primary Health Care (CPHC) and bringing healthcare closer to the homes of people by dispensing a range of primary healthcare needs which include maternity care, child health, non-communicable diseases, access to free essential drugs and diagnostic services.

PM-JAY[edit]

Ayushman Bharat was earlier known as National Health Protection Scheme (NHPS) before it being rechristened to PM-JAY. It has been rolled out for the bottom 40% of poor and vulnerable population. The number is based on the deprivation and occupational criteria of Socio-Economic Caste Census 2011 (SECC 2011) for rural and urban areas respectively. The scheme was merged with the Rashtriya Swasthya Bima Yojana (RSBY), which was launched in 2008.

PM-JAY completed 1 year on 23rd September, 2019.[4]

So far, 32 Indian states and UT’s have adopted this scheme and the respective State Health Agencies have been given flexibility and full operational autonomy over its implementation. As of December 2019, over 20,000 hospitals across India, half of which are private including multi-speciality institutes, have been empanelled under PM-JAY and about 64 lakh beneficiaries have availed hospitalisation services under this scheme.

  • No restrictions on family size, age or gender.
  • All pre–existing medical conditions and diseases are covered from day one.
  • Includes up to 3 days of pre-hospitalization and 15 days post-hospitalization expenses
  • Portability allows beneficiary to avail cashless treatment at any empanelled public/private hospital anywhere in the country
